Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The coalition aims to facilitate fast actions that can significantly reduce the rate of near-term warming. Fiji joined the CCAC in 2024, demonstrating its commitment to combat SLCPs, particularly in the agriculture and waste sectors, and has been actively involved in various initiatives to enhance its national capacity for climate action.

Job Overview:
The CCAC National Mitigation Consultant for Fiji will play a crucial role in supporting the CCAC Focal Point at the Department of Climate Change. This position involves providing policy and technical advice for the implementation of mitigation policies, ensuring that relevant projects align with the needs and priorities of the Government of Fiji. The consultant will assist in writing proposals to access climate finance for mitigation work and will be responsible for coordinating super pollutant mitigation activities across multiple sectors. The consultant's work will contribute to the development and implementation of Fiji's Nationally Determined Contributions (NDCs) and other key climate policies, enhancing Fiji's engagement on super pollutant issues at both regional and international levels. The expected outcome is to increase Fiji's capacity for SLCP planning and mitigation, ensuring that new and enhanced sectoral and national plans are drafted and endorsed by the government.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including: 1) Coordinating CCAC-supported SLCP activities across government and engaging sub-national governments and civil society. 2) Supporting the development of proposals for new CCAC-funded projects and facilitating training activities. 3) Submitting SLCP mitigation proposals to relevant funding mechanisms and providing guidance for investment plans. 4) Contributing to MRV enhancing projects and ensuring compliance with UNFCCC transparency requirements. 5) Keeping updated on developments in the country and the Pacific region related to SLCPs. 6) Participating in high-level SLCP events and presenting at CCAC meetings. 7) Supporting the integration of SLCP mitigation measures into Fiji's updated NDC and enhancing the legal frameworks for climate change mitigation. 8) Collaborating with various national government departments and identifying new engagement opportunities with the CCAC.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent qualification in environmental management/science, economics, health, project management, finance, administration, or a relevant field. A minimum of 4 years of professional experience in areas related to environmental management, climate change, or project management is required. The ability to provide technical assistance to governments and stakeholders is essential, along with excellent communication skills for effective collaboration with multiple stakeholder groups. Knowledge of national policies regarding climate change mitigation and air pollution is required, while experience in climate change mitigation is desirable. Proficiency in advanced Excel functions is also preferred.

Educational Background:
A Master’s degree or equivalent qualification in a relevant field such as environmental management, climate science, economics, health, project management, or finance is required for this position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the mitigation efforts in Fiji.

Experience:
The position requires at least 4 years of professional experience in fields relevant to environmental management, climate change, or project management. This experience should include providing technical assistance to governments and working effectively with various stakeholder groups, particularly in the context of climate change mitigation and environmental policy development.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. This proficiency is crucial for effective communication and collaboration with stakeholders, as well as for the preparation of reports and proposals related to climate change mitigation efforts.

Additional Notes:
The consultancy is expected to last for 12 months, and the consultant will be embedded within the Department of Climate Change under the Ministry of Environment and Climate Change in Fiji. The position is full-time and involves close collaboration with various government teams, the CCAC Secretariat, and other development partners. The consultant will be expected to develop a workplan defining day-to-day activities and deliverables in consultation with the Department of Climate Change, ensuring alignment with national priorities and ongoing initiatives.
