Job Overview: The Process Re-design Specialist (HR) plays a crucial role in UNOPS's digital transformation efforts by optimizing Human Resources processes. This position is responsible for analyzing, redesigning, and enhancing HR functions to improve operational efficiency and service delivery. The specialist will work closely with various stakeholders, including HR leadership and subject matter experts, to ensure that redesigned processes align with strategic objectives and contribute to the overall goals of the organization. The role involves leveraging digital technologies to facilitate process improvements and ensuring that these changes are effectively communicated and adopted across the organization. The specialist will also be involved in training and capacity building to support the implementation of new processes and systems, ensuring that the HR function remains innovative and responsive to the needs of the organization.
Duties and Responsibilities:
Conduct in-depth analysis of existing HR processes to identify inefficiencies and areas for optimization.
Collaborate with HR leadership and subject matter experts to review and revise policies in light of redesigned processes.
Coordinate with IT and vendors to ensure that redesigned processes are effectively matched with appropriate digital technologies.
Prepare comprehensive documentation of process analyses, improvement recommendations, and outcomes.
Maintain accurate records of project activities and contribute to progress reports for stakeholders.
Engage with stakeholders to gather feedback on proposed changes and assist in developing communication and training materials.
Provide coaching and guidance to practitioners on implementing optimized processes and new systems.
Support the development and delivery of training programs to enhance understanding and adoption of redesigned processes across the organization.
Track and report on the implementation of digital transformation initiatives, escalating any risks or issues as necessary. 1
Undertake benefits realization analysis to assess the impact of implemented initiatives against intended outcomes or KPIs.
Strong knowledge of business process management methodologies, tools, and best practices is essential, with certifications in Lean Six Sigma or other process improvement methodologies being advantageous.
A minimum of 5 years of progressive professional experience in human resources policies, processes, tools, systems, or analysis is required.
Experience in recruitment and/or talent management in an international environment is desirable.
Familiarity with digital technologies and their application in process optimization and automation is highly desirable.
UN/UNOPS HR experience is an advantage, demonstrating an understanding of the unique challenges and requirements of working within the UN system.
Educational Background: Candidates must possess an advanced degree, preferably in Business Administration, Human Resource Management, Public Administration, or a related field. Additionally, strong knowledge of business process management methodologies, tools, and best practices is highly desirable, particularly through certifications such as Lean Six Sigma or other recognized process improvement frameworks.
Experience: The position requires a minimum of 5 years of progressive professional experience in human resources, specifically related to policies, processes, tools, systems, or analysis. Candidates with experience in recruitment and talent management within an international context will be preferred. Familiarity with process re-engineering and digital technologies is highly desirable, as is experience working within the UN or UNOPS framework.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly if they align with the operational needs of UNOPS and its diverse workforce.
Additional Notes: This position is a maternity cover and is open for internal candidates only. The contract duration is for 7 months with the potential for extension up to another 5 months, based on funding availability. The total contract duration cannot exceed 12 months. The role is classified at a mid-level seniority, specifically at ICS Level 10, and is categorized under the ICA - IICA - Regular contract type.
