Job Overview:
The position of ETC - Disaster Risk Finance /Insurance and Modeling Expert at the World Bank involves providing senior-level technical advice and support for the Disaster Risk Finance Unit's work program. This role is crucial in helping client governments enhance their financial resilience against disaster shocks through various financial instruments and mechanisms. The expert will engage in policy dialogue, collaborate with stakeholders, and contribute to the development of innovative solutions tailored to each country's unique risk profile. The position requires a strong understanding of disaster risk financing, insurance market development, and risk modeling, as well as the ability to communicate complex issues effectively to diverse audiences. Frequent travel is expected as part of the role, emphasizing the need for adaptability and a proactive approach to problem-solving.

Duties and Responsibilities:
The ETC will be responsible for leading the delivery of disaster risk finance instruments and mechanisms in various countries. This includes overseeing the implementation of sovereign risk transfer products such as parametric insurance, catastrophe bonds, and risk pooling arrangements. The expert will also manage contingent financing facilities, disaster reserve funds, and risk-based public financial management frameworks. Additionally, the role involves providing actuarial and quantitative analysis to support client engagement and policy dialogue, ensuring that financial protection options are identified and evaluated. The ETC will review and quality-assure technical outputs, curate knowledge on insurance market development, and represent the team in stakeholder consultations and interagency forums. Other responsibilities include co-authoring policy notes, preparing internal guidance, and organizing seminars and workshops to disseminate knowledge and best practices.

Required Qualifications:
Candidates must possess a Master’s degree or higher in actuarial science, economics, finance, public policy, or a closely related quantitative or development field. A minimum of 12 years of relevant professional experience in disaster risk financing, sovereign risk advisory, or catastrophe risk analysis is required. Strong knowledge of disaster risk finance instruments, including sovereign risk transfer products and public financial management reforms, is essential. Candidates should demonstrate the ability to engage with senior government officials and lead policy discussions in a development context. Excellent analytical skills, communication abilities, and a proven track record of producing high-quality technical reports and policy documents are also necessary. The ability to manage multiple tasks effectively and work collaboratively in teams is crucial for success in this role.

Educational Background:
The educational background required for this position includes a Master’s degree or higher in a relevant field such as actuarial science, economics, finance, public policy, or a closely related quantitative discipline. Experience:

Additional Notes:
The initial appointment for this position is for one year, with the possibility of renewal for up to two additional years, contingent upon business needs, funding availability, and satisfactory performance. The World Bank Group's Extended Term appointments are limited to a maximum of three years.
