Job Overview:
The Project Analyst position is integral to the successful implementation of the project titled 'Strengthened Local Governance for Resilient and Low Carbon Development in Consolidated Communities in Armenia.' This project aims to support the Stepanavan consolidated community in developing a replicable model for low-carbon, climate-resilient, and inclusive local development. The Project Analyst will be responsible for coordinating project planning and implementation, ensuring that activities align with UNDP policies and procedures, and integrating gender equality perspectives into project activities. The role requires strong collaboration with various stakeholders, including government officials, NGOs, and community members, to foster inclusive participation and ensure that project objectives are met. The Project Analyst will also monitor project progress, report on outcomes, and facilitate knowledge sharing and capacity building initiatives to promote sustainable practices within the community.

Duties and Responsibilities:
The Project Analyst will coordinate effective project planning and implementation by developing a comprehensive work plan and budget based on capacity assessments. They will manage day-to-day activities, ensuring that project objectives are achieved within specified constraints. The role involves providing technical advice, establishing inclusive platforms for project implementation, and ensuring alignment with UNDP policies. The Project Analyst will develop and maintain relationships with stakeholders, conduct stakeholder mapping, and prepare briefs on potential cooperation areas. They will support resource mobilization efforts, monitor project progress, and prepare reports for corporate, donor, and government stakeholders. Additionally, the Project Analyst will organize training and capacity-building activities, document best practices, and promote advocacy on development trends. The incumbent will also perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Business Administration, Public Administration, Economics, Political Sciences, Energy Sciences, Environmental Science, or a related area. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. The role requires a minimum of 2 years of relevant experience at the national or international level in management advisory services or hands-on experience in project design, monitoring, and evaluation. Candidates should have experience in project management, including design, implementation, and evaluation, as well as proficiency in office software and web-based management systems. Knowledge of climate change, green transition, and sustainable local development is essential, along with familiarity with Armenia’s climate and governance frameworks being a desired skill.

Educational Background:
The educational background required for this position includes an advanced university degree (master's degree or equivalent) in relevant fields such as Business Administration, Public Administration, Economics, Political Sciences, Energy Sciences, Environmental Science, or related disciplines. Candidates with a first-level university degree (bachelor’s degree) in these areas, along with an additional two years of qualifying experience, will also be considered. This educational foundation is crucial for understanding the complexities of project management and the specific challenges related to climate resilience and sustainable development.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a master's degree, or 4 years for those with a bachelor's degree. This experience should be at the national or international level and involve providing management advisory services or hands-on experience in the design, monitoring, and evaluation of development projects. Candidates should demonstrate a strong background in managing projects, including the ability to supervise personnel and ensure effective implementation of project activities.

Languages:
Fluency in both English and Armenian is required for this position. This bilingual proficiency is essential for effective communication with stakeholders, including government officials, community members, and project partners. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse groups and facilitate broader collaboration.
