Job Overview:
The National Finance Officer plays a crucial role in managing the financial operations of the OSCE Mission to Moldova. Reporting directly to the Chief of Fund Administration Unit, this position is responsible for overseeing the mission's finance, treasury, accounting, and budget processes. The officer ensures compliance with OSCE Financial Regulations and administrative instructions while contributing to the effective implementation of mission programs. The role requires a strong understanding of financial management principles and practices, as well as the ability to provide sound financial advice to mission members. The officer will coordinate the preparation and implementation of the Unified Budget (UB) and Extra-Budgetary (ExB) budget proposals, monitor expenditures, and prepare analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and reports. This position is essential for maintaining the financial integrity of the mission and ensuring that resources are utilized efficiently and transparently.

Duties and Responsibilities:
The National Finance Officer will be responsible for a wide range of duties, including managing financial operations to ensure compliance with OSCE Financial Regulations and internal controls. This includes reviewing and verifying financial transactions, providing guidance on financial matters, and supporting the efficient use of financial resources. The officer will coordinate the preparation and implementation of budget proposals, monitor expenditures, and prepare forecasts and projections. Additionally, the officer will oversee treasury, accounting, and cash management activities, ensuring timely and accurate recording of transactions in the ERP system (Oracle/IRMA). Supervising the Finance Assistant, the officer will provide technical guidance and training, ensuring the delivery of high-quality financial services. The officer will also coordinate responses to audit observations, review financial aspects of project proposals, and recommend improvements to financial management processes. Serving as an alternate to the Chief of Fund Administration, the officer will advise on financial risks and compliance issues, ensuring continuity of financial operations.

Required Qualifications:
Candidates must possess a first-level university degree in Finance, Accounting, Business Administration, Economics, or a related field. A minimum of two years of progressively responsible professional experience in finance, accounting, treasury, or budget management is required, preferably within an international organization. Extensive experience in managing financial operations, budget management, and internal control systems is essential. Candidates should demonstrate computer literacy, particularly with advanced skills in Microsoft Excel, Word, and Outlook, as well as practical experience with ERP systems such as Oracle. The ability to analyze financial information, identify risks, and provide sound advice is crucial, along with excellent written and spoken communication skills in English, Romanian, and Russian. Candidates should also demonstrate gender awareness and sensitivity, and the ability to work collaboratively in a diverse team environment.

Educational Background:
The position requires a first-level university degree, which is typically a Bachelor's degree, in a relevant field such as Finance, Accounting, Business Administration, or Economics. This educational background provides the foundational knowledge necessary for understanding financial principles, accounting practices, and budget management, which are critical for the role of National Finance Officer.

Experience:
The ideal candidate should have a minimum of two years of progressively responsible professional experience in finance, accounting, treasury, or budget management. This experience should preferably be within an international organization, where the candidate has gained extensive knowledge and skills in managing financial operations and reporting, as well as budget management and the application of internal control systems. The candidate should also have experience in using ERP systems, which is essential for the financial management processes of the OSCE.

Languages:
Proficiency in English, Romanian, and Russian is mandatory for this position. Excellent written and spoken communication skills in these languages are essential for effectively interacting with mission members and stakeholders. Knowledge of additional languages may be considered an asset, but the primary requirement is fluency in the three specified languages to ensure clear communication and understanding in a multicultural environment.

Additional Notes:
This position is a local contracted role, open only to nationals of the Republic of Moldova. The contract is fixed-term and full-time, with a monthly remuneration of EUR 2,177, which is exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases based on relevant experience. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation. Additionally, OSCE appointments are subject to medical clearance, and the mandatory retirement age for contracted positions is 65 years.
