Job Overview:
The Bank Reconciliation Assistant plays a crucial role in providing financial and administrative support to ensure the accurate processing of financial transactions, maintenance of proper records, and compliance with UNOPS financial rules and regulations. This position is essential for the smooth functioning of the finance unit, contributing to day-to-day financial operations through accuracy, timeliness, and a client-focused service approach. The incumbent will work under the guidance of the GSSC Finance Manager, overseeing GSSC Bank Reconciliation and promoting a client-oriented approach in line with UNOPS rules and regulations. The role requires collaboration with Programme, Project, and Support Services colleagues in the local office, as well as with UNOPS HQ counterparts, to exchange information and ensure high-quality service delivery.

Duties and Responsibilities:
  • Implementation of Operational Strategies and Procedures: Ensure compliance of financial transactions and documentation with UNOPS rules, regulations, IPSAS standards, and Standard Operating Procedures (SOPs). Assist in maintaining internal control systems to ensure accuracy, completeness, and integrity of financial data. Support implementation of financial and administrative processes aligned with organizational and donor/partner requirements. Contribute to the preparation, verification, and review of financial documentation in accordance with established workflows and approval hierarchies. Support adherence to audit requirements through proper filing, documentation control, and record retention.
  • Accounting and Financial Support: Assist with the reconciliation of UNOPS bank accounts and financial institutes’ statements, including bank charge booking and journal preparation for adjusting entries related to FX gain and loss. Identify pending transactions and follow up on unreconciled items with field finance offices, UN entities, and financial institutes. Flag discrepancies between bank statements and the cash book, liaising with the Treasury team to rectify issues. Prepare monthly Bank to Book (B2B) reports for all UNOPS bank accounts and control reconciliation rules in the Treasury Management System (TMS).
  • Administrative and Operational Support: Maintain organized electronic and physical filing systems for financial documentation in accordance with audit and compliance requirements. Ensure full compliance of financial processes and records with UNOPS rules, regulations, policies, and strategies. Facilitate adherence to Internal Standard Operating Procedures in Finance for unreconciled transactions.
  • Knowledge Building and Continuous Improvement: Participate in finance-related training and capacity-building initiatives. Contribute to knowledge networks and Communities of Practice (CoPs). Support documentation of procedures, lessons learned, and best practices, and contribute ideas for process improvements to enhance efficiency, accuracy, and service quality within financial operations.

Required Qualifications:
Required qualifications include a secondary school education (or equivalent) with 4 years of relevant experience, or a first-level university degree (e.g., Bachelor’s Degree) in Finance, Accounting, or related fields with 0 years of relevant experience. Desired qualifications include professional certification such as CPA, ACCA, CA, or CIMA.

Educational Background:
Candidates must possess a secondary school education or equivalent with significant relevant experience, or a first-level university degree in Finance, Accounting, or related fields. Professional certifications are considered a plus and enhance the candidate's profile.

Experience:
The position requires relevant experience in project financial management, budgeting, cash management, and financial reporting or related areas. Candidates should demonstrate proficiency in collaboration and productivity tools such as MS Office and G-Suite. Experience in multicultural environments or UN system organizations in developing countries is desired, as is experience in development or humanitarian contexts and familiarity with financial systems or ERP software.

Languages:
Fluency in English and Thai is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
