Job Overview: The Senior Advisor (Finance Sector) position at ADB is a pivotal role that involves providing strategic leadership and operational oversight for the finance sector operations within the organization. The successful candidate will be responsible for positioning ADB as a leader in development expertise in finance sector operations, enhancing the organizational structure and operational effectiveness of Sector Department 3 (SD3), and driving collaboration across various sectors to develop integrated client solutions. The Senior Advisor will also be tasked with sharpening ADB's sector expertise, driving innovation, and increasing knowledge production and sharing to enhance the impact of operations on clients and development partners. This role requires a strong commitment to ADB's core values of being client-centric, trustworthy, and transformational, and involves reporting directly to the Director General while overseeing both international and local staff.
Duties and Responsibilities: The duties and responsibilities of the Senior Advisor include:
Providing strategic leadership on finance sector operations and development agendas, overseeing ADB's sector initiatives.
Leading the annual planning of the finance sector work program and supervising the delivery of operations in line with regional and country work programs.
Assisting regional departments and resident missions in sector policy dialogue, diagnostics, business development, and programming.
Developing sector strategies, roadmaps, and innovative approaches while disseminating ADB's sector knowledge.
Driving efficient delivery of finance sector operations, ensuring technical quality and value-addition, and managing knowledge arising from sector operations.
Enhancing ADB's visibility externally and building strategic partnerships for the finance sector.
Overseeing portfolio management in the finance sector and ensuring effective supervision of projects under implementation.
Leading special initiatives and innovation within the finance sector, including the development of policies, strategies, and operational plans.
Managing sector staff resources, identifying workforce needs, and developing staffing plans to achieve ADB's strategic directions. 1
Providing coaching and mentoring to teams and individuals, fostering ongoing learning and development.
Required Qualifications: The position requires a Master's Degree or equivalent in Economics, Finance, Business Administration, or related fields. Candidates with a university degree in these areas and at least 10 years of specialized sector experience in similar organizations may also be considered. Additionally, a minimum of 20 years of strong finance sector experience at senior levels is required, with a proven track record of managing large teams and a deep understanding of the Asia-Pacific region. Candidates should demonstrate experience in managing diverse teams, operational experience in financial sector development, and exposure to private sector operations. Preferred qualifications include experience as a manager for both country and sector operations across multiple regions, strategic thinking abilities, and strong partnership-building skills.
Educational Background: Candidates must possess a Master's Degree or equivalent in relevant fields such as Economics, Finance, or Business Administration. A university degree in these disciplines, combined with extensive experience in the finance sector, is also acceptable. The educational background should reflect a strong foundation in economic principles, financial management, and business strategies relevant to development banking and finance.
Experience: The ideal candidate should have at least 20 years of substantial experience in the finance sector, particularly at senior management levels. This experience should include managing large and diverse teams, demonstrating a strong understanding of development operations, and having a proven ability to lead change in complex organizations. Experience in both country and sector operations, particularly within the Asia-Pacific region, is highly beneficial. Candidates should also have a history of engaging in high-level strategic dialogues and developing innovative solutions to meet client needs.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within ADB. Proficiency in additional languages relevant to the Asia-Pacific region would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.
Additional Notes: This is a fixed-term appointment for a managerial position, initially for a period of 3 years or until the staff's Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional fixed-term period of up to 3 years based on organizational needs and the staff's competencies. The position is full-time and requires relocation to Manila, with all reasonable relocation expenses covered.
