Job Overview:
The WHO Operations Technician position is crucial for enhancing the effectiveness of WHO Sudan's fleet services. The role involves ensuring the availability of transport and timely responses to operational movement requirements. The technician will support the safe, reliable, and cost-efficient use of WHO-owned, leased, and rented vehicles. Responsibilities include maintaining accurate fleet data, supporting preventive maintenance, and improving road safety performance. The technician will also be involved in reducing negative impacts associated with road transport, such as unnecessary vehicle use and poor vehicle utilization, while supporting evidence-based fleet decisions through monthly KPI reporting and performance monitoring.

Duties and Responsibilities:
The Operations Technician will receive, review, and coordinate transport requests through the Transport Booking System (TBS) or other approved mechanisms. They will propose daily vehicle allocations and trip schedules, maintain daily vehicle movement records, and monitor rented vehicles and drivers. The technician will support vehicle inspections, schedule preventive maintenance, and collect and verify fleet data in Tracpoint/FMS. They will ensure the timely completion of monthly fleet data cycles and support the production of fleet reports. Additionally, the technician will check rental vehicle invoices against approved documentation, manage fuel records, and maintain driver records. They will assist in organizing drivers' meetings and support VTS/Tracpoint administration. The technician will also document road traffic incidents and maintain organized fleet files, liaising with various service providers as necessary.

Required Qualifications:
Candidates must have completed secondary school education or equivalent. Desirable qualifications include training or certification in logistics, fleet management, transport management, administration, vehicle maintenance, or data management. Essential experience includes at least three years in fleet, transport, logistics, administration, data management, or operations support. Desirable experience includes working with WHO, another UN agency, or in humanitarian operations, particularly with fleet management systems and KPI reporting.

Educational Background:
The essential educational requirement is the completion of secondary school education or its equivalent. Desirable educational qualifications include specialized training or certification in relevant fields such as logistics, fleet management, or data management, which would enhance the candidate's ability to perform the job effectively.

Experience:
The position requires a minimum of three years of relevant experience in fleet management, transport logistics, administration, or operations support. Experience in WHO or another UN agency, as well as in humanitarian emergency operations, is highly desirable. Familiarity with fleet management systems, such as Tracpoint/FMS, and experience in fuel control and maintenance follow-up are considered assets.

Languages:
Expert knowledge of English and Arabic is essential for this position. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
The position offers an annual net base salary starting at USD 15,945, subject to mandatory deductions for pension contributions and health insurance.
