Job Overview:
The AVR Specialist plays a crucial role in implementing the mandate and 10-year strategy of Humanity & Inclusion within Sudan. This position is responsible for ensuring the quality and impact of AVR projects, particularly focusing on explosive ordnance risk education (EORE) and victim assistance (VA). The AVR Specialist will develop, drive, and monitor the AVR technical strategy, engage in capacity building for operational staff and local partners, and ensure quality control of materials and activities. The role requires a proactive approach to managing and adapting strategies in response to the evolving context in Sudan, particularly in light of the ongoing conflict and humanitarian needs.

Duties and Responsibilities:
The AVR Specialist has five main responsibilities: 1) Expertise: Contribute to national and regional strategies aligned with global objectives, provide technical input on AVR, lead the development of sectoral sub-strategies, assess needs and risks, conduct data analysis, and ensure compliance with international standards. 2) Capacity Building: Support partners in managing EORE and VA activities, identify training needs, design training materials, mentor staff, and engage with other specialists for comprehensive support. 3) Influence: Represent HI's expertise in relevant forums, contribute to advocacy efforts, and support communication strategies. 4) Business Development: Identify and develop new AVR projects, partnerships, and opportunities, and support senior management in donor relations. 5) Emergency Preparedness: Contribute to emergency preparedness actions and adapt working modalities during crises to ensure effective humanitarian responses.

Required Qualifications:
Candidates must possess a strong level of expertise in risk education and victim assistance, proven experience in capacity building and technical assistance, and mastery of community engagement. Additionally, candidates should demonstrate proficiency in project intervention strategies, knowledge of disability and gender norms, and experience in operational partnerships, proposal writing, and networking. Strong interpersonal and intercultural communication skills are essential for this role.

Educational Background:
A relevant educational background is required, typically in fields related to humanitarian aid, social sciences, or public health. Advanced degrees may be preferred, particularly for roles involving technical expertise and strategic development.

Experience:
Candidates should have significant experience in AVR-related roles, particularly in risk education and victim assistance. Experience in capacity building, project management, and working in conflict-affected areas is highly valued. Familiarity with the local context in Sudan and previous work with NGOs or international organizations will be advantageous.

Languages:
Fluency in English is mandatory for this position, while proficiency in Arabic is considered a significant advantage. Candidates should be able to communicate effectively in both languages to engage with local partners and stakeholders.

Additional Notes:
The position is based in Khartoum, Sudan, with a contract duration of 6 months, which may be renewable based on funding availability. The role is unaccompanied, and housing will be provided in a collective guesthouse managed by HI. The compensation package includes a gross monthly salary starting at 2757 €, a net monthly per diem of 706 €, a hardship allowance of 500 €, and 25 days of paid leave per year. Additionally, the contract offers social coverage, including unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution.
