Job Overview:
The Technical Assistance Officer (TAO) plays a crucial role within the Institute for Capacity Development’s Global Partnerships Division (ICDGP) at the IMF. This position involves assisting in the management and oversight of external resources, including Regional Technical Assistance Centers, thematic funds, and bilateral projects. The TAO will be instrumental in supporting fundraising efforts, maintaining relationships with existing partners, and fostering new partnerships. The role also includes contributing to the design and operationalization of external evaluations, ensuring compliance with reporting requirements, and enhancing partner visibility through effective communication strategies. The TAO will work closely with various departments within the IMF and external agencies, making this a dynamic and collaborative position.

Duties and Responsibilities:
The primary duties and responsibilities of the Technical Assistance Officer include managing fundraising efforts for Regional TA Centers, thematic funds, and bilateral initiatives. This involves developing and nurturing relationships with existing and new partners, raising funds, managing and reviewing project proposals, and assisting with reporting to external donors. The TAO will monitor budgets and prepare annual or semi-annual reports for various funding vehicles. Additionally, the TAO will respond to internal and external inquiries regarding technical assistance policies and projects. The role requires coordination with Senior TAOs, center coordinators, and fund managers to prepare for and participate in partner governance events, such as steering committees and strategic annual discussions. The TAO will also support the division’s external evaluation activities, contribute to initiatives aimed at improving results measurement for capacity development activities, and liaise with the Capacity Development Division on success stories. Furthermore, the TAO will work on initiatives to enhance partner visibility and contribute to communications and outreach efforts, necessitating day-to-day interaction with multiple departments within the IMF and representatives from external agencies.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent in business, finance, budgeting, accounting, statistics, computer science, or a related field. A Certified Public Accountant (CPA) or similar professional certification is also acceptable. Additionally, a minimum of four years of relevant professional experience is required. Experience in fundraising, particularly with donor agencies, development partners, or international organizations, is highly desirable. Candidates should have a good understanding of trends in development assistance and capacity development issues. Strong communication, organizational, and planning skills are essential, along with the ability to manage multiple diverse activities simultaneously and meet tight deadlines. Experience in designing and managing evaluations for capacity development is an asset, as are excellent English drafting skills and proficiency in additional languages.

Educational Background:
The educational background required for the Technical Assistance Officer position includes an advanced university degree or equivalent in fields such as business, finance, budgeting, accounting, statistics, computer science, or related disciplines.
