Job Overview:
The Director of the Country Office is responsible for driving strategic leadership and operational excellence to deliver sustainable results and strengthen partnerships within Myanmar. This role involves overseeing the entire portfolio of engagements and ensuring that UNOPS services are effectively aligned with the needs of national governments and other partners. The Director will lead the development and implementation of the Country Office strategy, manage operational risks, and ensure that the delivery of services meets the expectations of partners. The position requires a strong focus on collaboration, stakeholder engagement, and the ability to navigate complex environments to achieve sustainable development outcomes.

Duties and Responsibilities:
  • People Leadership: Foster a culture of trust, empowerment, and accountability across the Country Office. Promote diversity and inclusion, ensuring the highest standards of conduct are observed. Plan and manage a diverse workforce to ensure optimum performance.
  • Country Office Portfolio Management: Develop and oversee the strategy for the Country Office, establish priorities, and manage operational risks. Lead the delivery of the UNOPS strategic plan through annual objectives and performance measurements.
  • Alliance Building and Networking: Assess the needs of national governments and UNOPS partners to identify areas for leveraging UNOPS services. Build and strengthen strategic partnerships through effective communication and advocacy.
  • Service Delivery and Quality Assurance: Ensure timely and cost-effective delivery of the Country Office portfolio according to partner expectations. Monitor financial decisions and ensure fiscal sustainability.
  • Representation and Inter Agency Coordination: Represent UNOPS in relevant meetings and contribute to the UN Country Team's initiatives. Keep the UN Resident Coordinator informed of UNOPS activities.
  • Risk Management: Drive informed decisions that align with organizational goals and promote risk management practices. Champion a culture of accountability and transparency.

Required Qualifications:
  • A Bachelor’s degree (or equivalent) in any discipline with 12 years of relevant experience, or a Master’s degree (or equivalent) with 10 years of relevant experience is required.
  • Relevant experience in strategic and managerial leadership in public affairs, management, business development planning, and operations in a large corporate or international organization is essential.
  • Experience working in multicultural environments or UN system organizations in a developing country is desired, along with experience in development or humanitarian contexts.

Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in any discipline. A Master’s degree or equivalent is preferred, particularly for those with less than 12 years of relevant experience. The educational background should support the strategic and managerial responsibilities of the role.

Experience:
Candidates should have a minimum of 10 years of relevant experience if holding a Master’s degree, or 12 years if holding a Bachelor’s degree. Experience should include strategic and managerial leadership roles, particularly in public affairs, management, and operations within large organizations or international settings. Experience in development or humanitarian contexts is highly desirable, as is familiarity with the UN system.

Languages:
Fluency in English is required, while proficiency in Burmese is desirable. Candidates should be able to communicate effectively in both languages to engage with local stakeholders and partners.

Additional Notes:
The position is classified at the Executive Level (ICS 13) and is a full-time staff position under a Fixed-Term Appointment (FTA) for a duration of 1 year, with the possibility of extension.
