Job Overview: The position of Gestionnaire de bases de données et Business Intelligence is crucial for the implementation of the Gender Data Lab, which aims to centralize, analyze, and disseminate gender-specific statistics using modern tools of visualization, analysis, and artificial intelligence. The consultant will be embedded within the National Agency of Statistics and Demography (ANSD) in Dakar, working closely with various experts and under the supervision of the program coordinators. The role involves designing, implementing, administering, and optimizing databases and reporting solutions to enhance access, analysis, and utilization of gender statistics. The consultant will also be responsible for ensuring data integrity, performance, and security" style="border-bottom: 1px dotted #007bff !important;">security, while collaborating with technical teams to integrate and manage data effectively.
Duties and Responsibilities: The duties of the Gestionnaire de bases de données et Business Intelligence include:
Database Management: Design and administer vector databases or semantic search solutions for AI components, ensuring high performance and reliability.
Data Integration: Implement ETL/ELT processes for data from various sources, ensuring data quality and consistency.
Business Intelligence: Develop and maintain interactive dashboards and reports using Microsoft Power BI, translating functional needs into visual solutions.
Governance and Security: Ensure data security and confidentiality, manage user access rights, and maintain technical documentation.
Technical Collaboration: Work with data scientists and web developers to integrate databases and APIs into the platform, participating in testing and maintenance.
Institutional Support: Provide technical support to ONU Femmes outside the Gender Data Lab framework as needed.
Required Qualifications: Candidates must possess a strong understanding of database architectures, particularly in Retrieval-Augmented Generation (RAG) and semantic search principles. Experience in administering vector databases and relational database management systems (PostgreSQL, MySQL, SQL Server, or Oracle) is essential. Knowledge of data embedding techniques, indexing, and similarity search is highly desirable. Familiarity with monitoring tools and automation scripting is also required. Candidates should demonstrate a commitment to gender sensitivity and effective communication skills, along with a collaborative approach to stakeholder engagement.
Educational Background: A Master's degree (Bac+5) in computer science, information systems, software engineering, data science, business intelligence, data engineering, or a related field is required. Specialization or significant experience in database management is essential for this role.
Experience: Candidates should have at least two years of professional experience in designing, administering, and optimizing relational databases. Proven experience in implementing business intelligence solutions, particularly in developing interactive dashboards and reports with Microsoft Power BI or equivalent tools, is necessary. Experience in data integration and management from multiple sources, as well as in deploying data platforms or information systems, is highly valued. Familiarity with security mechanisms and access control for databases is also important.
Languages: Fluency in French is required, with a good command of technical English being desirable. This language proficiency is essential for effective communication and collaboration within the international context of the organization.
Additional Notes: This consultancy position requires full-time presence at the ANSD office in Dakar, with potential travel within Senegal for coordination, data collection, or capacity-building activities as needed.
