Job Overview: The Software Developer position at UN-Habitat involves the development of an Evaluation Portal that consolidates various evaluation recommendations, workplan implementations, and lessons learned into a single, user-friendly platform. The portal will be built as a Power Apps canvas app utilizing the existing Donor Information Platform (DIP) Azure SQL database. The primary objective is to create a system that enhances accountability and knowledge management within the organization. The developer will work closely with the Independent Evaluation Unit and the Office of Information and Communications Technology (OICT) to ensure that the portal meets the needs of UN-Habitat staff and complies with the CODE model for scalability and integration into the digital workspace. The role requires a strong understanding of app development, database management, and user experiencedesign to deliver a functional and efficient Evaluation Portal.
Duties and Responsibilities: The consultant will report to the Evaluation Officer of the Independent Evaluation Unit and will be responsible for the following duties:
Develop a single canvas app that integrates both the tracking side (evaluations, recommendations, workplan) and the learning side (report and lessons library).
Utilize enriched SQL views for data reading and implement stored procedures for data writing through Power Automate.
Implement edit-lock features to ensure that recommendations and workplans are only editable by designated personnel linked to specific evaluations, as well as by the Independent Evaluation Unit and Admin.
Create an open viewing experience for all staff, incorporating a default “My Evaluations” filter to enhance user experience.
Advise on user experience (UX) choices related to different evaluation management modalities.
Develop a library with efficient filtering options based on metadata such as region, country, cluster, year, type, timing, language, and author-only editing capabilities.
Establish a scheduled reminder flow for recommendations after endorsement, ensuring follow-up until implementation or closure.
Provide guidance on workflows that facilitate effective knowledge management.
Advise on library access and linking to actual reports. 1
Develop read-only Power BI dashboards to visualize recommendation status and ongoing evaluations.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Information Technology, software engineering, computer studies, or a related field. Alternatively, a first-level university degree (bachelor's degree or equivalent) combined with two years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have experience in developing similar applications and dashboards within the UN Secretariat or comparable organizations. A minimum of two years of experience in Power Apps canvas app development is required, along with proficiency in Azure SQL, Power Automate, and Power BI dashboards. Familiarity with UN Secretariat governance and UN-Habitat's OICT setup is considered an asset.
Educational Background: The position requires an advanced university degree (master's degree or equivalent) in relevant fields such as Information Technology, software engineering, or computer studies. A bachelor's degree may be accepted if accompanied by additional qualifying experience. This educational background ensures that the candidate has the necessary technical knowledge and skills to perform the duties effectively.
Experience: Candidates should have a minimum of two years of relevant experience in software development, specifically in creating applications and dashboards using Power Apps. Experience with Azure SQL, including tables, views, stored procedures, and indexing, is essential. Additionally, familiarity with Power Automate for creating scheduled flows and procedure calls is required. Experience with Power BI dashboards is also necessary. Knowledge of UN Secretariat governance structures and familiarity with UN-Habitat's digital workspace will be advantageous.
Languages: Fluency in written and oral English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French, as well as other UN official languages, is considered an advantage and may enhance the candidate's suitability for the role.
