Job Overview:
The National Project Officer – Grant Officer will play a crucial role in the implementation of the EU-funded initiative EU4People: Employment Programme in Bosnia and Herzegovina. This program aims to improve socio-economic conditions in the country by enhancing employment opportunities for marginalized groups, including young people, rural women, and the long-term unemployed. The officer will oversee the entire grant cycle, which includes designing and promoting Calls for Proposals, supporting beneficiaries, selecting and contracting grant recipients, and ensuring proper monitoring and evaluation of the projects funded. The role requires close collaboration with various stakeholders, including government offices and implementing partners, to ensure that the project objectives are met effectively. The officer will also be responsible for preparing reports, facilitating meetings, and providing training on monitoring and evaluation to grant beneficiaries. This position is essential for ensuring that the project not only meets its targets but also promotes gender equality and non-discrimination in all aspects of its implementation.

Duties and Responsibilities:
  • Collaborate with the Project Manager and Technical Specialist to design and revise annual work plans related to the grant component of the project, including budget proposals and management strategies.
  • Monitor project activities, ensuring clarity and consistency in work plans and reports, and follow up on any delays or issues that arise.
  • Engage with technical officers and counterparts in implementing partners and government offices to expedite project implementation and meet targets.
  • Prepare budget estimates and expenditure forecasts, analyzing resource allocation and making recommendations for remedial actions as necessary.
  • Provide training on monitoring and evaluation to beneficiary institutions and grant recipients, and conduct monitoring missions to project sites.
  • Organize and participate in conferences, seminars, workshops, and consultative meetings to promote project objectives.
  • Facilitate regular meetings with grant beneficiaries to share knowledge and address challenges.
  • Coordinate with the Technical Assistance Monitoring Officer to integrate roles in all grant-funded initiatives.
  • Draft and translate official correspondence and public information materials as needed. 1
  • Prepare briefs, technical reports, and periodic progress reports on the grant component of the project. 1
  • Perform additional duties as assigned by the DWT/CO Director.

Required Qualifications:
Candidates must possess a first-level university degree in economics, public policies, development studies, or a relevant field. An advanced degree in labor economics is considered a strong advantage. The position requires a solid understanding of grant management and the policy-making process, as well as knowledge of project administration and evaluation concepts. Candidates should demonstrate strong analytical skills, effective communication abilities, and the capacity to work collaboratively in a multicultural environment. Proficiency in Microsoft Office applications is also essential.

Educational Background:
The educational requirement for this position includes a first-level university degree in a relevant field such as economics, public policies, or development studies. An advanced degree in labor economics would be highly advantageous and is preferred for candidates seeking to excel in this role.

Experience:
Candidates should have at least one year of professional experience at the national level in project management, implementation, grant monitoring, and evaluation. Experience with EU-funded projects and grant scheme management is considered an asset, as it provides valuable insights into the specific requirements and challenges associated with such initiatives.

Languages:
Excellent knowledge of the working language of the duty station (Bosnian) is mandatory, along with a good knowledge of English. Proficiency in additional languages may be beneficial but is not required.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on the availability of funds and the continuing need for the role.
