Job Overview: The National Information ManagementAnalyst will play a pivotal role in the UNFPA Ethiopia Country Office, focusing on the integration of humanitarian and development data into a unified District Health Information Software 2 (DHIS2) system. This position is crucial for managing DHIS2 components that facilitate real-time performance tracking, monitoring of facility-level commodities, and ensuring data quality accountability across the office. The Analyst will provide technical support and conduct evidence-based analysis to enhance programming and strategic decision-making within the Country Office's portfolio. The role requires collaboration with various stakeholders, including Implementing Partners (IPs), to ensure rigorous data collection and quality assurance. The Analyst will also contribute to the generation and analysis of data relevant to the Humanitarian-development-peace (HDP) nexus, supporting evidence-based decision-making and informing policy formulation and program development.
Duties and Responsibilities:
Data Systems Management & HQ Migration: Actively manage the transition to the ITSO/HQ DHIS2 Production Instance, collaborating closely with ITSO Architect to optimize the DHIS2 metadata schema for the UNFPA 10th country programme. Oversee and coordinate monthly data collection from Implementing Partners via DHIS2, ensuring rigorous quality assurance and providing continuous technical support. Analyze and visualize data from various system components for planning and reporting. Document key decisions and technical specifications throughout the system transition process. Track roles and responsibilities of various actors involved in system management. Support validation and harmonization of data across DHIS2 configuration sheets.
Advanced Analytics & Performance Tracking: Develop new DHIS2 components for real-time performance tracking and expand the 'Target vs. Achievement' overview. Implement a tracking system for facility-level commodity distribution and utilize advanced analytical tools to review and interpret data from multiple sources. Develop and maintain maps to visualize project locations and ensure accurate geographic representation of programmatic data.
Accountability & Quality Assurance: Scale the data quality checking and approval workflow for IP managers across all thematic areas. Ensure datasets are well-organized and accurately documented. Collaborate with the Monitoring & Evaluation team to improve program data collection and analysis.
Routine Information Management & IP Support: Provide technical support and data to CO staff and IPs throughout the data management lifecycle. Maintain the development of analytical summary matrices and dashboards for reporting. Support program units by sharing relevant data and analytical findings.
Coordination, Knowledge Management & Capacity Building: Compile and analyze information relevant to UNFPA’s mandate. Participate in monitoring program activities and engage in interagency coordination efforts. Develop user-friendly documentation and support knowledge management strategies to capture and share lessons learned.
Required Qualifications:
Advanced degree in information management, statistics, or a relevant field.
At least 2 years of professional experience in information management, humanitarian data management, and monitoring data, with exposure to protection and/or health-related data, ideally with at least two years spent in humanitarian operations.
Good knowledge of and experience working in Sexual and Reproductive Health (SRH) and Sexual and Gender-Based Violence (SGBV).
Experience in coordination and liaison with government counterparts and other development partners, including NGOs and communities.
Proficiency in DHIS2 system architecture and advanced configuration.
Experience in defining and monitoring performance indicators is an asset. Experience in monitoring and evaluation of projects is also an asset. Strong computer skills, including proficiency with Word, Excel, PowerPoint, statistical software, and database software.
Educational Background: The position requires an advanced degree in information management, statistics, or a related field. This educational background is essential for understanding complex data systems and methodologies, as well as for conducting rigorous data analysis and interpretation. Candidates with degrees in public health, social sciences, or other relevant disciplines may also be considered, provided they have the necessary skills and experience in data management and analysis.
Experience: Candidates should have a minimum of 2 years of professional experience in information management, particularly in humanitarian data management and monitoring. This experience should ideally include exposure to protection and health-related data, with a preference for candidates who have spent at least two years in humanitarian operations. Familiarity with the operational context of humanitarian assistance and the ability to work effectively in challenging environments are crucial for success in this role.
Languages: Fluency in English is required for this position, as it is the primary language of communication within the organization and for reporting purposes. Proficiency in the local language is desirable, as it facilitates better communication with local stakeholders and communities. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to engage in international collaboration and communication.
