Consultant Coordinator for the High-level Working Group

Job Overview:
The consultant will serve as the coordinator for the High-level Working Group on the Global Financial Architecture, which is a collaborative effort involving key African financial ministers and institutions. This position requires the consultant to provide both substantive and coordination support to the group, which has been established to address the economic challenges faced by African nations due to global shocks such as the COVID-19 pandemic and geopolitical conflicts. The consultant will be responsible for monitoring global economic developments, analyzing their implications for African economies, and drafting key reform proposals and policy briefs. The role also involves engaging with various stakeholders, including policymakers and development partners, to advocate for necessary reforms in the global financial architecture.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including but not limited to: monitoring and analyzing global economic developments and their implications for African economies; drafting and developing key reform proposals, policy briefs, technical notes, and presentations for high-level engagements; providing technical input to ECA’s engagement in global and regional economic governance platforms; coordinating meetings of the High-level Working Group; preparing progress reports and summaries of achievements; participating in missions to support the organization and engagement of the High-level Working Group; and preparing communication materials for advocacy purposes. The consultant will also be expected to record all activities for program monitoring and reporting.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Economics or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of 2 years of progressively responsible experience in macroeconomic policy, economic research and analysis, and the application of economic principles in development programs is required. Experience with Bretton Woods Institutions or Development Finance Institutions is also essential. Strong analytical skills and econometric modeling/programming skills are necessary for this position.

Educational Background:
An advanced university degree in Economics or a related field is required for this position. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational background is crucial for understanding complex economic issues and contributing effectively to the High-level Working Group's objectives.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in macroeconomic policy, economic research, and analysis. Candidates should have substantial experience working with Bretton Woods Institutions or Development Finance Institutions, which is critical for understanding the global financial landscape and its impact on African economies. Experience in drafting policy briefs and engaging with high-level stakeholders is also important.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations. Knowledge of French is desirable, which would enhance communication with a broader range of stakeholders within the African context.
