Job Overview: The Social Affairs Officer position is situated within the Sustainable Development and Integrated Planning Section (SDIPS) of the Macroeconomics and Governance Division (MGD) at ECA. The role involves conducting social analysis related to sustainable development and urban planning, engaging with various stakeholders, and providing technical support for development initiatives. The officer will be responsible for empirical research, developing methodologies for evaluation, and contributing to reports and communications for intergovernmental bodies. The position requires a proactive approach to liaising with government officials and international organizations, as well as organizing meetings and training seminars. The officer will also play a key role in mobilizing resources for technical cooperation projects and ensuring effective implementation of programs.
Duties and Responsibilities: The Social Affairs Officer will undertake a variety of responsibilities, including: conducting social analysis and empirical research on sustainable development and urban issues; developing indicators and methodologies for evaluation; liaising with government officials and UN representatives; organizing and servicing technical meetings; preparing reports and summaries; providing inputs for intergovernmental meetings; organizing training seminars; contributing to technical cooperation documentation; monitoring project implementation; and supervising junior staff. The officer will also analyze data to identify trends and provide insights for decision-making, ensuring that gender perspectives are incorporated into all areas of work.
Required Qualifications: Candidates must possess strong analytical skills and a comprehensive understanding of social development theories and concepts. The ability to evaluate and integrate information from diverse sources is essential, along with sound judgment and research capabilities. The officer should demonstrate professionalism, teamwork, and effective planning and organizing skills. A commitment to gender equality and the ability to work collaboratively with colleagues are also critical qualifications for this role.
Educational Background: An advanced university degree (Master’s degree or equivalent) in international development, development planning, urban planning, economics, sociology, or a related field is required. A first-level university degree combined with two years of qualifying work experience may be accepted in lieu of the advanced degree. Additionally, successful completion of programs in data analytics or related fields is advantageous.
Experience: A minimum of five years of progressively responsible experience in development planning, urban development, sustainable development, or related areas is required. Candidates should have experience in quantitative analysis and research, particularly in developing countries. Experience in providing technical assistance to member states and in data analytics is also desirable, with a preference for candidates who have two or more years of relevant experience.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and proficiency in another UN official language is considered an advantage. Candidates must meet the minimum required levels for reading, writing, listening, and speaking in these languages according to the UN Language Framework.
