Job Overview:
The National Consultant will play a crucial role in supporting the Ministry of Labour, Employment, Veteran and Social Affairs (MoLEVSA) in the preparation of the Youth Guarantee Implementation Plan for the period 2027-202

• This position requires the consultant to provide technical support, review and analyze relevant documentation, and participate in consultative meetings with stakeholders. The consultant will be responsible for drafting the Youth Guarantee Implementation Plan, ensuring it aligns with European Commission recommendations and integrates principles of gender equality and non-discrimination. The role is home-based, allowing for flexibility while requiring a high level of independence and proactive problem-solving skills.

Duties and Responsibilities:
The consultant will be tasked with reviewing and analyzing documentation related to the Youth Guarantee, including labour market analyses and implementation reports. They will participate in meetings organized by MoLEVSA and other stakeholders, contributing to the identification of key reforms and initiatives. The consultant will draft the Youth Guarantee Implementation Plan, ensuring it reflects the evidence gathered and stakeholder inputs. They will also revise and finalize the document based on feedback from MoLEVSA, the Coordination Body, and the European Commission. The consultant is expected to deliver a draft proposal and a final plan in Serbian, adhering to specified deadlines.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Economy, Law, Gender Studies, Political Science, or Social Sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of 5 years of proven experience in developing and implementing youth employment policies and programs, as well as experience in drafting strategic documents in this field. Familiarity with Youth Guarantee measures or similar initiatives is essential, along with experience working with government entities and international organizations.

Educational Background:
A Master’s degree or equivalent in relevant fields is required for this position. Candidates with a first-level university degree and additional qualifying experience may also be considered. The educational background should be aligned with the responsibilities of the role, emphasizing the importance of understanding economic, legal, and social frameworks related to gender equality and employment.

Experience:
The consultant should have at least 5 years of relevant experience in the development, implementation, and monitoring of youth employment policies and programs. This includes demonstrated experience in developing strategic documents and supporting initiatives related to youth employment. Previous work with government agencies and international organizations, particularly in the context of the United Nations, is highly desirable. Strong analytical skills and the ability to work independently are also critical for success in this role.

Languages:
Fluency in both English and Serbian is required for this position, encompassing both written and spoken communication. This bilingual requirement is essential for drafting documents and engaging with stakeholders effectively.
