Job Overview: The Serbian Language Instructor position is a critical role within the OSCE Mission to Serbia, aimed at supporting the professional development of prospective police candidates from the Albanian national minority in the municipality of Presevo. The instructor will be responsible for preparing, delivering, and evaluating a Serbian language course tailored to meet the specific needs of these candidates, ensuring they meet the language requirements necessary for enrollment in basic police training. This initiative is part of a broader project focused on strengthening police professional associations and enhancing the inclusivity of the security sector. The instructor will work closely with the National Programme Officer and will be expected to adapt existing curriculum materials while also developing new resources to facilitate effective learning. The role requires a commitment to fostering an inclusive learning environment that respects and acknowledges the diverse backgrounds of all participants.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Preparing and administering an entry assessment to evaluate the Serbian language proficiency of participants.
Reviewing and adapting the existing Serbian language curriculum and learning materials based on the identified needs of the participants.
Developing a comprehensive work plan, teaching methodology, and lesson schedule that incorporates interactive and learner-centered approaches.
Delivering Serbian language classes to approximately 30 prospective police training candidates from the Albanian national minority.
Providing individual mentoring sessions to address specific learning needs of participants.
Monitoring and assessing participants' progress throughout the course, adjusting teaching methods and materials as necessary.
Coordinating with other Serbian language instructors to share experiences and best practices.
Participating in regular coordination meetings and providing updates on course implementation.
Preparing and administering a final assessment to evaluate participants’ learning outcomes. 1
Compiling a final report that assesses course implementation, participant progress, and recommendations for future activities.
Required Qualifications: Candidates must possess citizenship or permanent residence in the Republic of Serbia. A university degree in Serbian language is required, with a specialization in teaching Serbian as a non-mother tongue. Demonstrated experience in curriculum development and program delivery is essential. A track record of teacher training in Serbian as a non-mother-tongue subject area is highly desirable. Candidates should have experience in preparing learners for academic or professional language proficiency. Knowledge of issues related to national minorities and language-related matters is crucial. Strong presentation, facilitation, analytical, communication, and teamwork skills are necessary. Familiarity with the Albanian language is considered an asset, as is a good command of English, both written and oral. Candidates must demonstrate the ability to work effectively with individuals from diverse cultural, national, and religious backgrounds, and show gender awareness and sensitivity in their work.
Educational Background: The position requires a Bachelor's Degree, specifically a first-level university degree or equivalent, in Serbian language or a related field. This educational background should include specialization in teaching Serbian as a non-mother tongue, which is critical for effectively delivering the language course to the target audience.
Experience: Candidates should have substantial experience in teaching Serbian as a non-mother tongue, particularly in contexts that involve national minorities. Experience in curriculum development and program delivery is essential, as is a proven ability to prepare learners for academic or professional language proficiency. Previous involvement in teacher training or educational initiatives aimed at minority groups will be advantageous.
Languages: Proficiency in Serbian is mandatory, as the role involves teaching the language. Knowledge of the Albanian language is considered an asset, enhancing the instructor's ability to connect with the participants. Additionally, a good command of English, both written and oral, is beneficial for communication and reporting purposes.

The consultancy fee is approximately RSD 247,050 for the entire duration of the assignment, which includes the preparation and delivery of around 24 Serbian language classes, individual mentoring sessions, and the development of course materials. Payment will be made in three monthly installments upon satisfactory completion of deliverables. Travel arrangements, if necessary, will be managed by the OSCE Mission to Serbia in accordance with their travel regulations.
