Air Operations Officer

Job Overview:
The Air Operations Officer will be responsible for managing and supervising the activities of the OSESGY Aviation Unit. This role involves ensuring that air operations comply with various regulations and standards, including Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), and UN Aviation Standards. The officer will oversee the assignment of air assets for missions, manage routine and special flights, and coordinate search and rescue operations. Additionally, the officer will liaise with other UN units and external organizations on aviation matters, develop standard operating procedures, and ensure that aircrews are well-informed about safety requirements and operational procedures. The position requires a strong focus on safety, efficiency, and compliance with established aviation standards.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including managing the OSESGY Aviation Unit, monitoring compliance with ATOs and SOPs, reviewing and approving Air Mission Requests, managing routine and special flights, coordinating diplomatic clearances, conducting aviation risk management, analyzing air asset utilization, liaising with other organizations, developing standard operating procedures, ensuring aircrew training, preparing operational plans and performance reports, and managing work assignments and staff evaluations. The officer will also develop inputs for budget proposals and aircraft acquisition requirements, supervise the preparation of operational plans, and analyze aviation safety reports in coordination with UNHQ. The role requires strong leadership, negotiation skills, and the ability to work under pressure while maintaining a focus on safety and compliance.

Required Qualifications:
Candidates must possess a strong knowledge of air transport operations, including the ability to review options and select effective transport modes. The role requires technical leadership, strong negotiation skills, and the ability to influence others. Knowledge of UN financial regulations and the ability to conduct in-depth analyses are essential. The officer must demonstrate professionalism, teamwork, accountability, and leadership qualities, including the ability to empower others and drive for change.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Air Transportation/Aviation Management, Air Traffic Management, Aviation Safety Management, Aerospace/Aeronautical Engineering, or a relevant military educational establishment is required. Alternatively, a first-level university degree with relevant education and professional training, along with two additional years of experience in air transportation, may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in air transport operations or aviation safety is required, with at least three years in a managerial role related to complex air transport operations in an international context. Experience in handling air operations in the Middle East and familiarity with ICAO standards and practices are essential. Desirable experience includes managing military air operations and airspace management in post-conflict environments.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset but not mandatory.
