Job Overview:
The consultant will play a crucial role in conducting the analysis and interpretation of data from the 2026 NCD Country Capacity Survey. This involves utilizing standard WHO tools and data validation resources to provide a comprehensive summary of the survey results. The consultant will also be responsible for updating advocacy materials related to NCD surveillance, focusing on the main pillars of NCD surveillance and the newly developed WHO facility-based guidance. The position requires a deep understanding of noncommunicable diseases and their impact on global health, as well as the ability to analyze trends and provide actionable insights based on the survey data. The consultant will work remotely, allowing for flexibility while ensuring that the objectives of the consultancy are met effectively.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:

• Data Analysis and Reporting: - Analyze and interpret data from the 2026 WHO NCD Country Capacity Survey (CCS), comparing it to previous rounds and identifying trends. - Draft comprehensive NCD mortality profiles for Eastern Mediterranean Region (EMR) countries, providing insights into the burden and distribution of NCDs. - Prepare the full report of the 2026 WHO NCD CCS, synthesizing findings and recommendations. - Create a data report on NCD CCS progress, presenting a comparative analysis of results from 2017 to 202
• - Develop a regional fact sheet and summary report on the implementation of facilities-based monitoring guidelines for NCDs in the EMR, including the use of key indicators and data analysis.
• Knowledge Management: - Contribute to the development and maintenance of knowledge resources related to the update of the advocacy document of the NCD surveillance in the EMR, including presentations and technical documents based on the latest advancements in NCD surveillance methodologies. The consultant will be expected to deliver a data repository for all EMR countries, summary presentations on progress, regional and national summary reports, and an updated advocacy document for NCD surveillance in the EMR.

Required Qualifications:
The position requires a minimum of a first university degree in Public Health or a relevant field. An advanced university degree is considered an asset. Candidates should have up to 5 years of experience in noncommunicable diseases epidemiology policies and strategies within EMR countries, with international experience being mandatory. Additionally, candidates must possess excellent knowledge of Microsoft Office applications and web tools for research articles, as well as demonstrated capacity in using data analysis software such as STAT, R, SAS, and SPSS. Strong writing skills and the ability to coordinate and work across teams and cultures are essential.

Educational Background:
Candidates must hold at least a first university degree in Public Health or a related field. An advanced degree is preferred and will enhance the candidate's qualifications for the role. The educational background should be from an institution accredited or recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have a minimum of 5 years of relevant experience in the field of noncommunicable diseases, particularly in epidemiology policies and strategies. This experience should ideally include work in EMR countries and involve international exposure to public health initiatives and research.

Languages:
Fluency in English is mandatory for this position, as the consultant will be required to produce high-quality written reports and communicate effectively with various stakeholders. Knowledge of the Arabic language is considered an asset and may enhance the consultant's ability to engage with local partners and stakeholders in the EMR region.

• The consultant will work remotely, and a medical certificate of fitness for work will be required. Travel arrangements, if necessary, will be managed by WHO, and the consultant will receive a subsistence allowance while on mission. Candidates should be aware that this vacancy notice may also be used to identify candidates for other similar consultancies at the same level. Remuneration will be in line with WHO's established rates for consultants. Successful candidates may be included in a roster for future contractual engagements, although inclusion does not guarantee future contracts.
