Job Overview:
The Risk Officer position at WFP Egypt Country Office is crucial for enhancing the organization's risk management practices and ensuring compliance with corporate policies. The incumbent will be responsible for identifying, assessing, and monitoring various types of risks, including strategic, operational, financial, and compliance risks. This role is integral to promoting a culture of accountability and compliance within the office, especially as WFP Egypt implements its Country Strategic Plan (2023-2028). The Risk Officer will work closely with the Head of Finance to integrate risk management processes into daily operations, facilitate risk assessments, and contribute to risk reporting and escalation mechanisms. The position aims to reinforce control frameworks and support risk-informed decision-making, ultimately contributing to the effective and sustainable delivery of WFP's programs in Egypt. The successful candidate will play a key role in ensuring that WFP's resources are used efficiently and accountably, aligning with the organization's strategic objectives.

Duties and Responsibilities:
The Risk Officer will have a comprehensive set of responsibilities, including but not limited to:

• Contributing to the integration of risk management in planning and decision-making across the office, including updating risk registers and monitoring key risk metrics.
• Supporting managers in conducting regular and ad hoc risk assessments, identifying and evaluating risks, and developing mitigation actions.
• Collaborating with functional experts to identify trends and emerging issues, and preparing guidance in line with WFP policies.
• Linking risk management tools with the Country Strategic Plan to analyze risk exposures and mitigation actions.
• Ensuring timely escalation of risks and incidents, and assisting management in compliance with corporate protocols.
• Supporting incident reporting and case tracking, including monitoring trends and escalation timelines.
• Engaging with donors regarding risk-sharing arrangements and providing strategic documentation for decision-making.
• Supporting the completion of the annual director" style="border-bottom: 1px dotted #007bff !important;">Executive Director’s Assurance exercise and promoting effective internal control systems.
• Preparing for internal and external audits, ensuring essential documents are collected and recommendations are followed up. 1
• Promoting accountability across functional units and assisting in the preparation of periodic progress reports on internal controls and oversight themes. 1
• Supporting the development of Standard Operating Procedures for managing risk and accountability processes. 1
• Promoting adherence to the Anti-Fraud and Anti-Corruption Policy and assisting in fraud risk assessments. 1
• Supporting Business Continuity Management activities and contributing to training programs for colleagues and partners.

Required Qualifications:
Candidates must possess an advanced university degree in business/public administration, finance, accounting, international development, audit, or a related field. Alternatively, a first university degree with additional relevant work experience and/or training in audit, performance, and risk management is acceptable. Professional certifications such as Certified Internal Auditor (CIA) or other internationally recognized certifications in risk management, internal audit, or governance are highly desirable. Candidates should also demonstrate knowledge of governance, organizational structures, and strategy within international organizations, as well as experience in program/project management and risk analysis.

Educational Background:
The educational requirements for this position include an advanced university degree in a relevant field such as business/public administration, finance, accounting, international development, or audit. A first university degree combined with additional years of relevant work experience and/or training in related fields is also acceptable. Professional certifications in risk management or internal audit are considered a significant advantage and enhance a candidate's qualifications for the role.

Experience:
The position requires at least 7 years of progressively responsible work experience, including a minimum of 3 years in risk management, internal controls, compliance, governance, audit, or related fields. Candidates should have a proven track record of conducting risk assessments, developing mitigation strategies, and engaging in compliance monitoring activities. Experience in international organizations and familiarity with modern enterprise risk management frameworks is highly beneficial.

Languages:
Fluency in both English and Arabic is mandatory for this position, with a proficiency level of C. This bilingual requirement is essential for effective communication within the diverse operational environment of WFP Egypt and for engaging with stakeholders, partners, and beneficiaries.

Additional Notes:
This position is a Service Contract (SC, L9) with a duty station in Cairo, Egypt. The initial duration of the contract is 12 months, with the possibility of extension based on funding availability and satisfactory performance.
