Job Overview:
The Technical Specialist for Climate at UNDP Egypt is responsible for leading the strategic formulation and management of a high-impact portfolio that addresses climate change and sustainable development. This role requires a deep understanding of socio-economic trends and the ability to design innovative projects that leverage technology for sustainable development. The incumbent will ensure that all digital initiatives promote inclusive growth and effectively reach marginalized communities across Egypt. The position involves providing technical guidance, overseeing project teams, and ensuring compliance with UNDP’s results-based management tools and quality control standards. The Technical Specialist will also mentor staff and facilitate knowledge exchange to foster a collaborative environment aimed at solving complex development challenges. The role requires close collaboration with the Team Leader and other stakeholders to ensure alignment with the UNDP Egypt Country Programme Document and broader UNDP Strategic Plan.

Duties and Responsibilities:
  • Provide top-quality technical advisory services, including cutting-edge policy advice in the thematic area of climate change and facilitating policy dialogues with partners. Establish advocacy networks and contribute to high-impact advocacy campaigns. Conduct thorough analysis of the political, social, and economic situation in Egypt and advise UNDP management on relevant issues.
  • Support effective implementation of programme/project activities aimed at climate change by providing technical support, supervising project teams, and ensuring compliance with UNDP’s rules and regulations. Manage project financial resources and analyze project progress to identify risks.
  • Build strategic partnerships and engage with relevant institutions, including UN agencies, government institutions, donors, and civil society. Implement resource mobilization strategies to achieve project outcomes and identify new funding opportunities.
  • Contribute to knowledge management by organizing training for project personnel, documenting lessons learned, and developing knowledge-sharing materials. The incumbent will also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields related to Environmental Science, Natural Resources Management, Climate Economics, Political/Social Science, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas, combined with an additional two years of qualifying experience, will be considered. A minimum of 5 years of relevant work experience at the national or international level in providing technical advice, conducting research, formulating policies, and managing complex projects in sectors applicable to climate change is required. Candidates should also have experience in fostering networks and partnerships, as well as proficiency in office software and web-based management systems.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as Environmental Science, Natural Resources Management, Climate Economics, Political/Social Science, International Law, or Social Affairs. A first-level university degree (bachelor’s degree) may be accepted if combined with additional qualifying experience. This educational foundation is essential for understanding the complexities of climate change and sustainable development.

Experience:
Candidates should have a minimum of 5 years of progressively responsible relevant experience at the national or international level. This experience should include providing technical advice, conducting research, formulating policies, and managing complex projects related to climate change. Experience in project planning, monitoring, and reporting is also essential, as well as familiarity with UNDP’s operational policies and procedures.

Languages:
Fluency in English and Arabic is required for this position. Knowledge of an additional UN language is highly desirable, as it can enhance communication and collaboration with diverse stakeholders.

Additional Notes:
This position is full-time and may involve working with various stakeholders, including government agencies, NGOs, and international organizations. The role may require travel within Egypt and potentially to other countries for project implementation and partnership building.
