The position is located within the Office of the United Nations High Commissioner for Human Rights (OHCHR), specifically in the Enterprise Resource Planning Management Section (ERPMS) of the Programme Support and Management Services (PSMS) at the Regional Hub for Central and West Africa (RHCWA) in Yaoundé. Job Overview:
The Associate Management and Programme Analyst plays a critical role in supporting the development, implementation, and evaluation of various programs and projects, particularly those related to the deployment and utilization of the Umoja ERP system in field offices. This position requires a proactive approach to monitoring and analyzing program/project development, identifying issues, and proposing corrective actions. The analyst will also be involved in developing communication strategies to enhance the effectiveness of ERP initiatives, utilizing analytical tools to monitor performance, and ensuring compliance with established frameworks. The role demands a blend of analytical skills, strategic thinking, and the ability to communicate effectively with diverse stakeholders. The analyst will assist in quality assurance reviews, policy development, and outreach activities, contributing to the overall mission of the OHCHR.

Duties and Responsibilities:
The Associate Management and Programme Analyst will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects, particularly focusing on the Umoja ERP system.
  • Monitoring and analyzing program/project development and implementation, identifying problems, and proposing corrective actions.
  • Supporting the development and implementation of communication strategies and plans for field offices.
  • Assisting in quality assurance reviews of administrative services and drafting related reports.
  • Conducting strategic analysis reflecting program performance and assisting in policy development.
  • Researching, analyzing, and presenting information from diverse sources.
  • Assisting with survey initiatives and designing data collection tools.
  • Preparing various written outputs, including reports and background papers.
  • Providing support to meetings and conferences, including preparing documents and presentations. 1
  • Conducting training workshops and outreach activities. 1
  • Coordinating activities related to budget and funding, including program/project preparation and submissions. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. The position requires a strong understanding of project or program management, communications, administration, and business process management, particularly in the context of Enterprise Resource Planning (ERP) systems.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as business administration, public administration, management, or a related area. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience. This educational foundation is essential for understanding the complexities of program management and ERP systems.

Experience:
A minimum of two years of progressively responsible experience in project or program management, communications, administration, or related areas is required. Candidates with no experience may be considered if they have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination. Experience in supporting the implementation of SAP-based ERP systems is essential, along with experience in delivering training sessions and workshops. Familiarity with data analytics and reporting tools is desirable, as is experience in ERP governance activities.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is desirable, also requiring a minimum proficiency level of UN Level III. Proficiency in both languages will enhance communication and collaboration within the diverse environment of the United Nations.

This position is temporarily available for three months, with the possibility of extension subject to the availability of funds.
