Job Overview: The Chief of the Facilitation Section is responsible for leading and managing the facilitation and related work programmes as outlined in Annex 9 of the Convention on International Civil Aviation. This role involves ensuring the timely analysis, planning, delivery, assessment, and reporting of facilitation-related projects and activities. The Chief will update and maintain Annex 9 and guidance materials, aligning projects with ICAO's policies and strategies. The position requires fostering partnerships with international organizations and industry stakeholders to promote compliance with facilitation standards. The Chief will also oversee the ICAO Traveller Identification Programme (ICAO TRIP) Strategy and manage the Public Key Directory (PKD) programme, ensuring effective governance and operational procedures. The role demands a proactive approach to capacity building and technical assistance for member states, ensuring that they have the necessary resources to implement facilitation standards effectively.
Duties and Responsibilities:
Lead and manage the facilitation work programmes, ensuring comprehensive analysis and timely delivery of projects related to Annex
Update and maintain guidance materials, providing support to the Facilitation Panel.
Align projects with Assembly and Council decisions and ICAO policies.
Coordinate with other ICAO sections on facilitation-related matters.
Promote compliance with Annex 9 SARPs among member states.
Foster partnerships with international organizations and industry stakeholders.
Provide support to governing bodies, including the Assembly and the Council.
Manage the ICAO TRIP Strategy and MRTD-related projects.
Oversee the PKD programme, ensuring smooth operations and capacity-building activities. 1
Coordinate technical assistance and capacity development projects for member states. 1
Supervise and manage the Facilitation Section staff, ensuring alignment with ICAO’s strategic goals.
Required Qualifications:
Advanced level university degree in civil aviation, international affairs, public/business administration, security" style="border-bottom: 1px dotted #007bff !important;">security, law, or a related field.
A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.
Minimum of ten years of progressively responsible experience in facilitation of border clearance, issuance of MRTDs, or managing facilitation-related programmes.
Experience with the legal framework of travel document issuance and border management.
Familiarity with Annex 9 and Doc 9303 is required.
Proven ability to communicate effectively with diverse audiences and cultivate productive relationships.
Educational Background: An advanced level university degree (Masters’ degree or equivalent) in a civil aviation-related field, international affairs, public/business administration, security, or law is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Desirable qualifications include professional training in international management or customs and immigration law administration.
Experience: Candidates must have a minimum of ten years of experience in progressively responsible positions related to facilitation of border clearance and issuance of MRTDs. At least three years of this experience should be within the civil aviation community, including roles in government, inspection agencies, or international organizations. Experience in automated data processing systems and electronic data interchange capabilities is also required.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is fixed-term for an initial period of three years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. The position offers a competitive salary and benefits package, including a net base salary of USD $92,731 plus a post adjustment of USD $44,325, subject to change. The statutory retirement age for staff entering service after January 1, 2014, is 6
