Job Overview: The Senior Technical Officer (OTS) plays a crucial role in implementing HI's mandate and strategy for Venezuela, ensuring the effective execution of HI's inclusion strategy at the program level. The OTS is responsible for providing specialized technical advice and training to teams, partners, authorities, or participants, ensuring high-quality and impactful projects and programs within their area of intervention. The OTS conducts specific project activities and provides direct training and advice in close collaboration with the AHI specialist. They also participate in sector development, proposal writing, and overall technical guidance. The OTS may report to the operations manager or director" style="border-bottom: 1px dotted #007bff !important;">country director and collaborate with the Technical Unit. The position requires a deep understanding of inclusion principles and the ability to adapt technical documentation according to global standards, ensuring that project activities are implemented according to internal technical and quality standards. The OTS is expected to contribute to the development of new proposals and research topics, ensuring that the projects align with HI's strategic objectives and respond effectively to the needs of people with disabilities.
Duties and Responsibilities: The Senior Technical Officer's responsibilities include providing specialized guidance and technical support to projects, partners, and programs in accordance with technical frameworks and standards. Specific duties include:
Providing appropriate technical guidance and support to project managers, partners, and specialists.
Ensuring that project activities are implemented according to internal technical and quality standards and suggesting improvements as necessary.
Adapting technical project documentation as needed to align with global technical standards.
Coordinating and collaborating with project partners as delegated by the specialist or project manager.
Proposing research topics and conducting research as necessary, overseeing data collection.
Contributing to the writing of new proposals for new opportunities within their technical area.
Developing policy guidelines for country participation in design.
Ensuring that global, regional, and field technical specialists receive the information they need and collaborate with technical divisions as necessary.
Coordinating with headquarters and the region to ensure proper capitalization to improve sector methodology globally and collect scientific evidence. 1

Supporting the implementation of projects under the Inclusion sector in coordination with Project Heads, according to existing institutional frameworks. 2
Contributing to planning and preparing activities, tools, and associated resources, and implementing the action plan in conjunction with support services and the technical unit. 2
Ensuring that activities are implemented and resources are allocated correctly as authorized by the Project Head. 2
Ensuring regular activity reporting and contributing to internal and external reports as requested by the Project Head. 2
Contributing to identifying areas of the project that require adjustments and proposing adaptations. 2

Planning and supervising awareness-raising, training, and/or other activities where support is required. 3

Ensuring inclusive technical management of projects, designing, coordinating, and executing direct actions aimed exclusively at people with disabilities in emergency contexts while ensuring proper articulation with the mainstreaming of inclusion in general humanitarian sectors (health, protection, education, etc.). 3
Ensuring compliance with the Convention on the Rights of Persons with Disabilities (CRPD), applicable national regulations, IASC Guidelines on the inclusion of persons with disabilities in humanitarian action, and effective use of markers (Disability, Gender, and Age - DGA) with support from the Regional Specialist for Latin America in Inclusive Humanitarian Action. 3
Integrating an intersectionality approach into emergency programming, identifying and mitigating risk factors that create vulnerabilities and multiple discrimination for people with disabilities (with an emphasis on gender, age, and diversity). 3
Conducting technical and non-technical diagnostics of infrastructure (built environment) in crisis situations, applying the principles of universal accessibility: Reach, Enter, Circulate, and Use (LECU). 3
Coordinating and supervising the collection of disaggregated data in records, characterizations, needs assessments, and beneficiary records, implementing standard methodologies (such as the Washington Group questions) to ensure visibility of people facing exclusionary barriers. 3
Analyzing barriers and facilitators on the ground to formulate evidence-based recommendations aimed at influencing and contributing to the humanitarian programming of other actors and sectoral agencies. 4
Developing and supervising the creation of awareness-raising, training, and informational/pedagogical materials under the principles of universal design and accessible formats (easy reading, large print, Braille, sign language, etc.) for timely deployment during emergencies. 4
Directing and supervising awareness-raising and capacity-building activities aimed at communities, partners, and local humanitarian actors, ensuring strict compliance with inclusion and accessibility standards in all phases of the project. 4
Designing, implementing, and evaluating the technical assistance plan for internal teams and partner or implementing organizations (including Organizations of Persons with Disabilities - OPD), ensuring their empowerment and the quality of inclusive humanitarian response in the country. 4
Contributing to the coordination of project teams, facilitating coordination meetings between project teams and support services as necessary, ensuring that project teams and support teams (technical and shared services, in particular) work well together to facilitate project implementation in the country. 4
Forming an inclusive technical table to promote actions that ensure inclusive, equitable, and equal access for people with disabilities and other social groups in the humanitarian response in Venezuela. 4
Contributing to emergency preparedness and response responsibilities, supporting or implementing emergency preparedness measures for programs and adapting their work modality during an emergency to contribute to an effective humanitarian response from HI.
Required Qualifications: The ideal candidate for the Senior Technical Officer position should possess specialized knowledge of the concepts and notions of inclusion for people with disabilities, a solid understanding of differential care models, and the mainstreaming of inclusive approaches for populations with disabilities and other social categories. They should have operational mastery of normative frameworks, international standards, and tools for inclusion, as well as a comprehensive understanding of the Convention on the Rights of Persons with Disabilities (CRPD), relevant national legislation, and IASC Guidelines on the inclusion of persons with disabilities in humanitarian action. The candidate should also have expertise in monitoring access to services, including technical knowledge in designing, supervising, and implementing disaggregated data collection processes, utilizing validated international standards such as the Washington Group questions. Familiarity with key international reference frameworks regarding accessibility (CRPD, New Urban Agenda, etc.) and principles of the accessibility chain and definitions (accessibility, universal design, or universal accessibility, reasonable accommodations) is essential. Knowledge of humanitarian architecture and coordination with clusters is also required. Fluency in Spanish, with excellent writing skills for technical and clinical reports, is mandatory, while knowledge of English at a B1 level is desirable.
Educational Background: The educational background required for the Senior Technical Officer position includes a degree in a relevant field such as social sciences, public health, international development, or a related discipline. Advanced degrees or specialized training in disability inclusion, humanitarian action, or related areas would be an asset. Continuous professional development in relevant topics is encouraged to ensure the candidate remains updated on best practices and emerging trends in the field of disability inclusion and humanitarian response.
Experience: Candidates should have a minimum of 5 years of relevant experience in the field of disability inclusion, humanitarian action, or related areas. Proven experience in project management, technical guidance, and capacity building in inclusive programming is highly desirable. Familiarity with the operational context in Venezuela or similar settings would be an advantage.

Additional Notes: The position is a professional contract with a duration of 6 months, subject to approval and availability of project funding. There is one vacancy available for this role, which is based in Caracas but requires availability to travel, particularly to La Guaira, Miranda, Distrito Capital, Yaracuy, Aragua, Carabobo, and Falcón as needed for the execution of duties. The start date for this position is August 1, 2026, and the salary will be in accordance with HI's remuneration system.
