Job Overview:
The National Project Development Officer (NOA) will play a crucial role in coordinating and managing project proposals and reports within the IOM mission. This position involves reviewing, endorsing, and tracking project proposals, ensuring they align with the Strategic Results Framework (SRF). The officer will also promote engagement in Knowledge Management (KM) platforms and tools, identifying project development opportunities and supporting the development of policies and reports. Under the guidance of the Head of PSU and Chief of Mission, the officer will contribute to the development of regional and multi-country projects, facilitate regional engagement on institutional processes, and coordinate the development of internal reports and presentations. The role requires participation in workshops and meetings related to the technical area of expertise, ensuring the continued functioning of the PSU in the absence of the Head of PSU.

Duties and Responsibilities:

• Coordinate the review, endorsement, and tracking of project proposals developed by the mission, ensuring integration with the Strategic Results Framework (SRF).
• Review, approve, and track project reports developed by the mission.
• Promote engagement in Knowledge Management (KM) platforms, tools, and practices across the region.
• Identify project development opportunities and calls for proposals, supporting project development at the mission level.
• Contribute to the development of regional/multi-country projects under the guidance of the Head of PSU and Chief of Mission.
• Support and facilitate regional engagement on institutional processes such as project development for the IOM Development Fund (IDF).
• Coordinate the development of internal reports, presentations, talking points, speeches, statements, and briefings.
• Strengthen ongoing knowledge management processes at the mission.
• Support the PSU by coordinating incoming requests from internal or external partners in the absence of the Head of PSU. 1
• Participate in workshops and meetings related to the technical area of expertise as required. 1
• Perform any other duties as may be assigned.

Required Qualifications:

• Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field with two years of relevant professional experience; or a Master’s degree in the above-mentioned fields.
• Experience in the field of migration issues, including operational and field experience, with project management and development expertise.
• Demonstrated expertise in project development and experience in liaising with governmental authorities, national/international institutions, private sector, and NGOs.
• Work experience in project development in the region is considered an asset.
• Strong writing and analytical skills, including project development capabilities.
• Ability to take responsibility for actions and manage constructive criticism.
• Promotes continuous learning and adapts communication to the audience.
• Plans work, anticipates risks, and sets goals within the area of responsibility.
• Displays a strong understanding of the technical area and knowledge of project cycle management and results-based reporting approaches. 1

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field. A Master’s degree in these areas is also acceptable. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
Candidates should have at least two years of relevant professional experience if they hold a Bachelor’s degree, or no specific experience requirement if they possess a Master’s degree. Experience should include operational and field experience in migration issues, project management, and development. Demonstrated expertise in project development and experience in liaising with various stakeholders, including governmental authorities and NGOs, is essential. Work experience in project development within the region is considered an asset.

Languages:
Fluency in Spanish and English is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
