Job Overview:
The Programme Officer will provide professional technical assistance and support for programme planning and implementation, data analysis, and grant and budget management. This role requires close coordination with Operations to ensure timely and quality implementation of programmes. The Programme Officer will be involved in knowledge management, programme development, and management, as well as monitoring and evaluation of programmes. The position demands a rights-based and results-based programme management approach, emphasizing partnerships, coordination, and collaboration with various stakeholders to effectively address the needs of children and adolescents in Venezuela, especially in the context of recent humanitarian emergencies.

Duties and Responsibilities:

• Knowledge Management for Programmes: Ensure effective knowledge management practices are in place to support programme implementation and learning.
• Programme Development and Management: Assist in the development and management of programmes that align with UNICEF's strategic goals and respond to the needs of children and adolescents.
• Grant and Budget Management: Oversee the management of grants and budgets, ensuring optimal use of programme funds and compliance with donor requirements.
• Programme Monitoring and Evaluations: Conduct regular monitoring and evaluations of programmes to assess their effectiveness and impact.
• Rights-Based and Results-Based Programme Management Approach: Implement a rights-based and results-oriented approach to programme management, ensuring that the rights of children are at the forefront of all activities.
• Partnerships, Coordination and Collaboration: Build and maintain partnerships with government agencies, NGOs, and other stakeholders to enhance programme delivery and impact.

Required Qualifications:
Candidates must possess a completed first-level university degree (Bachelor or equivalent) in relevant fields such as Social Sciences, International Relations, or Public Administration. A minimum of 2 years of relevant work experience is required, including programme management, grant management, and data analysis. Strong knowledge of data analysis and donor/budget reporting is essential, along with hands-on experience in rights-based and results-based programme management. Excellent networking and coordination skills are also required.

Educational Background:
A completed first-level university degree (Bachelor or equivalent) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field is required for this position.

Experience:
Candidates should have a minimum of 2 years of relevant work experience, which includes programme management, grant management, budget management, monitoring and evaluation, data analysis, knowledge management, partnership management, donor reporting, and emergency response coordination. Experience in humanitarian programme management is highly desirable.

Languages:
Fluency in English and Spanish is required for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian) is considered desirable.
