International Consultant - Health Cluster Strategic Preparedness, Planning and Partner Response

Job Overview:
The consultancy aims to provide specialized technical and strategic support to the Health Cluster in the occupied Palestinian territory (oPt), focusing on enhancing health sector analysis, planning, preparedness, monitoring, and response activities. The consultant will play a crucial role in developing health needs assessments, strategic planning documents, operational response plans, and monitoring frameworks. This position requires collaboration with various stakeholders to generate evidence, conduct data analysis, and prepare technical guidance and reports that inform humanitarian health programming, particularly for vulnerable populations. The consultant will work under the guidance of the National Health Cluster Coordinator and will be integral to the implementation of WHO's commitments within the Inter-Agency Standing Committee (IASC) framework, ensuring that health sector strategies are coherent and technically sound.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: 1) Developing a Health Needs Assessment and Gap Analysis Report for Gaza and the West Bank, analyzing humanitarian health needs and partner response capacity. 2) Creating a 2027 Health Cluster People in Need (PiN) and Targeting Methodology and Results Package, including consultation outcomes and analytical frameworks. 3) Formulating the Health Cluster Component of the 2027 Humanitarian Needs and Response Plan (HNRP) for Gaza and the West Bank, detailing sector objectives and response strategies. 4) Developing Health Sector Contingency and Response Planning Packages, including scenario-based response plans. 5) Creating an Integrated Gaza, West Bank, and National Health Cluster Team Operational Work Plan for 202

• 6) Producing a Health Cluster Partner Planning and Coordination Package, documenting consultation meetings and planning guidance. 7) Establishing an Indicator-Based Health Cluster Monitoring and Evaluation Framework for the oPt, including reporting tools and data collection guidance.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s level or above) in public health, medicine, international health, management, social sciences, or a related field. Specialized training in emergency management, international aid, humanitarian principles, health system recovery, and health cluster coordination is desirable. Candidates should demonstrate knowledge of rapid response operations in emergencies and have the ability to manage complex situations effectively. Excellent negotiation skills and the ability to facilitate processes among diverse stakeholders are essential.

Educational Background:
An advanced university degree (Master’s level or above) in public health, medicine, international health, management, social sciences, or a related field is required. Specialized training in emergency management and humanitarian principles is preferred.

Experience:
Candidates should have at least seven years of relevant experience at both national and international levels, particularly in developing collaborative partnerships in emergency and humanitarian relief operations. Experience in managing and coordinating health programs during chronic and acute emergencies is essential. Relevant work experience with WHO, other UN agencies, or humanitarian organizations is desirable.

Languages:
Excellent knowledge of English is mandatory. A working knowledge of another UN official language would be considered an asset, enhancing the candidate's profile for this consultancy.

Additional Notes:
The consultancy is home-based with travel to Gaza, Jerusalem, and the West Bank required. The consultant is expected to be available during the working hours of the oPt time zone. Travel expenses and per diem will be covered by WHO. The maximum contract duration is 11 months, with a monthly remuneration of 9,980 USD.
