Job Overview:
The Finance Officer will work under the supervision of the Finance and Operations Manager and will be primarily responsible for managing all financial activities of the project at the designated base. This includes preparing and processing payments to suppliers and partners, as well as recording all project transactions in the GFAS accounting software. The Finance Officer will provide support in financial management, accounting, and record-keeping for the project, ensuring that all activities related to implementing partners are executed efficiently and in compliance with the policies, procedures, and regulations of the U.S. government (USG) and FHI 36
  • The role is critical in maintaining financial integrity and ensuring that the project operates smoothly amidst the ongoing health crisis.

Duties and Responsibilities:
The Finance Officer's duties include receiving all supplier invoices, verifying their accuracy and compliance with supporting documentation before processing payments. They will prepare payments for suppliers and partners, ensuring strict adherence to FHI 360's financial and administrative procedures. The officer will record financial transactions in the GFAS accounting software used by FHI 360 and maintain up-to-date and archived financial documents at the Bunia office. They will actively participate in the monthly accounting closure operations of FHI 360 DRC, digitize accounting documents including vouchers and their supporting documents, and upload them to the country office's SharePoint platform. Additionally, the Finance Officer will prepare balance sheet account reconciliations, including bank reconciliations and petty cash reconciliations for the project, and develop monthly cash projections for project funding. They will also supervise the management of the petty cash at the Bunia office and oversee two financial assistants.

Required Qualifications:
Candidates must hold a university degree (minimum BAC+3) in accounting, management, finance, or a related field. They should have 3 to 5 years of relevant professional experience in finance and accounting. Previous work experience with U.S. government-funded programs, particularly in integrated health programs and emergency response, is highly desirable. Experience working in a national and/or international NGO in a similar position is preferred, along with prior experience in managing project implementation partners. Strong communication skills and proficiency in both written and spoken English and French are essential. Knowledge of local languages (Lingala or Swahili) is a plus. Candidates should also demonstrate proficiency in office tools (Word, Excel, Outlook) and possess the ability to communicate clearly and positively with clients and staff. Attention to detail, good writing skills, and the ability to meet deadlines are crucial, along with qualities such as rigor, flexibility, teamwork, honesty, and availability. The ability to work under stress and strong listening and initiative-taking skills are also desired.

Educational Background:

Experience:
The position requires 3 to 5 years of relevant professional experience in finance and accounting. Experience in a similar role within a national or international NGO is also advantageous, as is experience in managing project implementation partners.

Languages:
Proficiency in both English and French is mandatory for this position, with strong written and oral communication skills in both languages. Knowledge of local languages such as Lingala or Swahili is considered a valuable asset, enhancing the candidate's ability to communicate effectively within the local context.
