Job Overview:
The Information and Evidence Officer will play a crucial role in managing the electronic information and evidence repository for the Group of Human Rights Experts on Nicaragua. This position requires the incumbent to translate investigation objectives into technical activities, assisting teams in examining electronic content. The officer will be responsible for populating evidence selection systems, analyzing collected data structures, and advising staff on measures to extract relevant information while maintaining the integrity of the evidence. The role also involves providing advisory services on recordkeeping practices, researching new applications of information technology, and participating in record-keeping improvement projects. The officer will develop training materials, manage records accession and disposition functions, and ensure compliance with preservation techniques and strategies for records in all media. The position demands a proactive approach to cybersecurity, including monitoring threats and advising stakeholders on appropriate actions.

Duties and Responsibilities:
The duties and responsibilities of the Information and Evidence Officer include managing the Group of Human Rights Experts’ electronic information and evidence repository, leading information review and analysis tasks, ensuring sound collection and preservation of evidence, managing data ingestion and processing, providing advisory services on recordkeeping practices, researching new information technology applications, participating in record-keeping improvement projects, developing system specifications and user documentation, training staff in recordkeeping systems, managing records accession and disposition functions, overseeing archival processing activities, supervising reference functions, ensuring controls against unauthorized access, and developing cybersecurity strategies. The officer will also evaluate existing records management tools and implement new technologies to enhance information access.

Required Qualifications:
Candidates must possess expertise in eDiscovery data retrieval and analysis, forensic preservation, and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">information security. A thorough understanding of search strategies, data and metadata, and technology-assisted review is essential. The officer should demonstrate strong analytical and evaluative skills, conduct independent research, and provide recommendations on information management trends. The ability to manage multiple priorities, meet deadlines, and work efficiently in a team environment is crucial. The position requires a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in archival, information science, information systems, social science, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Certification in eDiscovery and project management is desirable, indicating a commitment to professional development and expertise in relevant fields.

Experience:
A minimum of five years of progressively responsible experience in modern archives management, record keeping, library, information management, or a related area is required. Candidates should have at least two years of experience managing platforms such as Relativity or Nuix eDiscovery, as well as experience handling digital evidence in human rights investigations. Experience with physical evidence handling and cyber security/cyber risk management is also desirable, reflecting the multifaceted nature of the role.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Spanish is required, with a minimum level of proficiency specified according to the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages effectively, ensuring clear communication within the organization and with external stakeholders.
