Job Overview:
The Emergency Specialist P3 position at UNICEF is crucial for enhancing the organization's capacity to respond to emergencies in Latin America and the Caribbean. The role involves providing technical assistance and capacity building to country offices (COs) to improve their preparedness and response capabilities. The specialist will work under the supervision of the Regional Adviser Emergency P5, focusing on areas such as shock-responsive systems, disaster preparedness, early warning, vulnerability analysis, rapid assessment, contingency planning, and emergency response. The position requires a proactive approach to building partnerships and mobilizing resources to support emergency preparedness initiatives, ensuring that UNICEF can effectively respond to the diverse hazards faced by children in the region.

Duties and Responsibilities:
The Emergency Specialist will be responsible for several key functions:

• Humanitarian Preparedness and Response: Develop and implement strategies to enhance emergency preparedness and response capabilities across country offices.
• Build Knowledge: Share best practices and lessons learned in emergency management and disaster risk reduction with COs and partners.
• Advocacy, Partnership, and Resource Mobilization: Engage with national authorities, private sector stakeholders, and other partners to strengthen emergency preparedness efforts.
• Humanitarian Coordination: Facilitate coordination among various stakeholders involved in emergency response to ensure a cohesive approach to humanitarian action. The specialist will also be expected to conduct vulnerability assessments, develop contingency plans, and support the implementation of emergency response initiatives.

Required Qualifications:
Candidates must possess a completed master's degree or equivalent in fields such as Emergency Management, Disaster Risk Reduction, Humanitarian Affairs, International Development, International Relations, Public Administration, Social Sciences, Economics, or Business Administration. The educational background should demonstrate relevance to humanitarian preparedness and emergency response. A combination of management and technical experience in these areas is desirable. Additionally, candidates should have strong skills in emergency preparedness, disaster risk reduction, resource mobilization, risk analysis, and contingency planning.

Educational Background:
A master's degree or equivalent in relevant fields is required for this position. The educational qualifications should reflect a strong foundation in humanitarian preparedness, emergency response, and disaster risk management. Candidates with a background in Business Administration must also demonstrate relevant experience in humanitarian contexts to be considered suitable for the role.

Experience:
A minimum of 5 years of progressively responsible professional experience in humanitarian action is required, with a strong focus on emergency preparedness and response, disaster risk reduction, and humanitarian coordination. Candidates should have proven experience in supporting emergency readiness, response planning, risk analysis, and early warning initiatives. Experience working in disaster-prone settings and across multiple countries is highly desirable, as is field experience in developing countries.

Languages:
Fluency in both English and Spanish is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, Russian) or proficiency in French or Portuguese is considered an asset, enhancing the candidate's ability to communicate effectively in diverse contexts.
