Job Overview:
The Senior Technical Consultant for the Glass and Ceramics Sector Baseline Study will lead the technical development of a Sectoral Baseline Study for the glass and ceramics manufacturing sector in Brazil. This role involves working closely with the Ministry of Finance of Brazil and various technical committees to ensure methodological consistency across UNEP FI's contributions to the Brazilian Emissions Trading System (SBCE). The consultant will be responsible for developing a comprehensive understanding of the glass and ceramics sector, including its decarbonization pathways and technical screening criteria, to inform the design of sectoral regulations. The position requires a deep understanding of carbon-market regulatory design and the interaction between emissions trading systems and sustainable finance taxonomies. The consultant will also engage with industry stakeholders to gather necessary data and validate methodologies, ensuring that the deliverables meet the regulatory needs of the Ministry of Finance.

Duties and Responsibilities:
The consultant will undertake a two-phase assignment. Phase I involves sectoral scoping, regulatory perimeter, and threshold identification for the glass and ceramics sector. This includes developing a workplan and methodology, mapping the sector, identifying facilities exceeding emissions thresholds, and assessing carbon-intensity benchmarks. Phase II focuses on developing sector-specific emission factors, carbon-intensity benchmarks, and technical inputs on monitoring protocols. Throughout both phases, the consultant will coordinate with UNEP LACO, the Ministry of Finance, and other stakeholders to ensure alignment with the Brazilian Sustainable Taxonomy. The consultant will also engage with industry representatives to gather data and validate methodologies, ensuring that the deliverables are robust and applicable to the Brazilian context. The final outputs will include detailed reports and technical documentation that support the regulatory process led by the Ministry of Finance.

Required Qualifications:
Candidates must possess a Bachelor's Degree in Civil Engineering, Industrial Engineering, Energy Engineering, Environmental Engineering, Materials Engineering, Chemical Engineering, Environmental Management, Sciences, Economics, Public Policy, or related fields. A Master's Degree in the same areas is also required. Additionally, candidates should have at least six years of professional experience in industrial GHG emissions accounting, sectoral baselines, MRV systems, carbon market design, and/or industrial decarbonization. Experience in formulating sectoral climate policy and engaging with public authorities on ETS implementation is desirable. Exceptional analytical and reporting skills, along with the ability to lead complex technical projects and communicate effectively with diverse stakeholders, are essential for this role.

Educational Background:
The educational background required for this position includes a Bachelor's Degree and a Master's Degree in relevant fields such as Civil Engineering, Industrial Engineering, Energy Engineering, Environmental Engineering, Materials Engineering, Chemical Engineering, Environmental Management, Sciences, Economics, or Public Policy. This advanced education is crucial for understanding the complex technical and regulatory frameworks associated with industrial emissions and sustainable finance.

Experience:
The position requires a minimum of six years of professional experience in areas related to industrial GHG emissions accounting, sectoral baselines, MRV systems, and carbon market design. Candidates should have hands-on experience in developing sector-specific emission factors and carbon-intensity benchmarks, particularly for energy-intensive industrial sectors. Experience in engaging with public authorities and providing technical advice on ETS and MRV regulations is also highly desirable.

Languages:
Fluency in English and Portuguese is required for this position, as the consultant will be working closely with Brazilian stakeholders and producing documentation in both languages. Proficiency in Spanish is considered a desirable asset, as it may facilitate communication with other Latin American stakeholders and enhance collaboration across the region.

Additional Notes:
The consultancy is expected to last for six months and will be home-based. The consultant will work under the supervision of UNEP FI’s Policy Lead for Latin America and the Caribbean. The position is part of a broader initiative to support the implementation of Brazil's SBCE, which aims to establish a regulated carbon market based on a cap-and-trade model. The consultant will be responsible for delivering high-quality technical outputs that meet the regulatory needs of the Ministry of Finance, and all deliverables will require final review and approval by UNEP.
