Job Overview:
The Human Rights Officer position is crucial for the OHCHR's mission in Central America, focusing on early warning and prevention of human rights violations. The incumbent will lead efforts in developing and implementing early warning analyses and preventative measures to address human rights protection needs. This role involves both remote monitoring and in-country missions to assess and respond to human rights situations. The officer will also be responsible for emergency response capacities, ensuring that the OHCHR can rapidly deploy resources in humanitarian emergencies. The position requires collaboration with various stakeholders, including UN agencies, governments, and non-governmental organizations, to integrate human rights considerations into their programs. The officer will prepare reports for the General Assembly and Human Rights Council, monitor the implementation of international human rights instruments, and support treaty bodies and special procedures. Additionally, the role includes training and supervising junior staff, ensuring that human rights training programs are developed and implemented effectively.

Duties and Responsibilities:
The Human Rights Officer will undertake a variety of responsibilities, including:

• Leading the early warning and prevention team, developing analyses and identifying preventative measures for human rights protection.
• Acting as an emergency response capacity, providing immediate support in human rights and humanitarian emergencies.
• Monitoring and evaluating activities related to the implementation of international human rights instruments and making recommendations based on findings.
• Supporting treaty bodies and special procedures in their work.
• Preparing human rights reports for the General Assembly and Human Rights Council, including updates on the status of ratification of human rights instruments.
• Collaborating with UN and non-governmental programs to integrate human rights into their initiatives.
• Ensuring the availability of up-to-date information on human rights issues and making recommendations for action.
• Coordinating with other UN sectors, international organizations, and governments on policy matters.
• Assisting in the development and implementation of training programs on human rights and related topics, with a focus on gender perspectives. 1
• Leading and coordinating work with staff, including planning and budget responsibilities. 1
• Training and supervising new and junior staff members. 1
• Performing other related duties as required.

Required Qualifications:
Candidates must possess a strong understanding of human rights issues, including the ability to address complex problems in political, ethnic, racial, gender, and socio-economic contexts. Knowledge of the institutional mandates of human rights organizations and prevailing policies is essential. The ability to evaluate and integrate information from various sources and assess its impact on human rights situations is crucial. Candidates should demonstrate skills in training civil authorities and advocacy groups, as well as the ability to relate human rights issues to broader political, social, economic, and humanitarian programs. Professionalism, planning and organizing skills, and technological awareness are also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law, or a related area is required. Field experience with the United Nations or similar international organizations in emergency or humanitarian settings is desirable, as is experience in risk analysis and prevention.

Languages:
English and Spanish are required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages at UN Level III. Knowledge of French is an asset but not mandatory.
