Job Overview:
The position of National Consultant for OPD Coordination to CRPD Implementation is designed to strengthen and capacitate stakeholders, including government representatives and organizations of persons with disabilities (OPDs) in Fiji. The consultant will play a crucial role in ensuring that these stakeholders can effectively contribute to the development of disability-inclusive systems and the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). The consultant will be expected to deliver training, facilitate consultations, and support the development of shadow reports, all while ensuring that the processes are participatory and inclusive. The role requires a deep understanding of the disability, human rights, and governance context in Fiji, as well as experience working with OPDs and government institutions.

Duties and Responsibilities:
The consultant will undertake a variety of tasks aligned with the program workplan, including:

• Delivering training on CRPD Article 33 monitoring and reporting, shadow reporting with gender and social inclusion perspectives, CRPD-compliant budgeting, and inclusive humanitarian and disaster management.
• Supporting consultations and stakeholder meetings to design and implement training programs.
• Assisting OPDs in developing, finalizing, and publishing Fiji’s first CRPD shadow report.
• Supporting the implementation, monitoring, and reporting of recommendations from the Universal Periodic Review (UPR) and CRPD reporting processes.
• Facilitating the presentation of the shadow report to national monitoring mechanisms and decision-makers.
• Designing and finalizing a CRPD-compliant budget tracker/tool for piloting in the national budget cycle.
• Documenting processes and outcomes related to disability support services to inform inclusive policy and service delivery.
• Supporting OPDs, particularly women with disabilities, in disaster management initiatives and ensuring their engagement with government stakeholders.

Required Qualifications:
The position requires an advanced university degree (Master’s or equivalent) in human rights, social sciences, development, disability studies, or a related field. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with at least two additional years of relevant professional experience may be accepted in lieu of an advanced degree. Additionally, a minimum of 3 years of progressively responsible experience (with an advanced degree) or 5 years (with a first-level degree) in program management, human rights, disability inclusion, or related fields is required. Experience working with OPDs and government stakeholders in Fiji or the Pacific region is essential, along with capacity building, advocacy, and stakeholder engagement experience.

Educational Background:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as human rights, social sciences, development, or disability studies. A first-level university degree (Bachelor’s degree or equivalent) may be accepted if combined with sufficient relevant professional experience, specifically at least two additional years.

Experience:
The position requires a minimum of 3 years of progressively responsible experience in program management, human rights, disability inclusion, or related fields if the candidate holds an advanced university degree. If the candidate has a first-level university degree, a minimum of 5 years of relevant experience is necessary. Experience working with OPDs and government stakeholders in Fiji or the Pacific region is crucial, along with a background in capacity building, advocacy, and stakeholder engagement.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of Fijian or any of the indigenous languages from the Pacific region will be considered an advantage, enhancing communication and engagement with local stakeholders.
