Job Overview:
The National Partnership and Resource Mobilization Officer will play a crucial role in supporting the implementation and coordination of partnership and resource mobilization activities within the Regional Office’s Resource Mobilization Unit. This position involves direct reporting to the Regional Resource Mobilization Officer and entails supporting regional partnerships, donor engagement, and resource mobilization efforts. The incumbent will be responsible for identifying and analyzing funding opportunities, tracking donor priorities and funding pipelines, and enhancing the visibility, reporting, and communication of IOM’s work across the region. Additionally, the officer will support knowledge management and internal coordination to facilitate resource mobilization efforts across Country Offices in the region. The role requires maintaining and coordinating relationships with various stakeholders, including bilateral donors, foundations, private sector actors, and international financial institutions, while preparing briefing notes, presentations, and donor profiles for engagements.

Duties and Responsibilities:
The duties and responsibilities of the National Partnership and Resource Mobilization Officer include: supporting the maintenance and coordination of relationships with bilateral donors and other resource partners; preparing briefing notes, presentations, and donor profiles; following up on donor inquiries in coordination with relevant colleagues; maintaining a regional donor and partnership engagement calendar; contributing to the preparation of high-quality donor proposals and concept notes; assisting in reviewing proposals and reports for compliance with donor requirements; developing and maintaining templates and guidance notes for resource mobilization products; updating and managing resource mobilization databases; conducting research on donor priorities and funding trends; monitoring funding pipelines and contributions; preparing periodic dashboards and analytical briefs for management; contributing to the development of donor visibility products; coordinating with communications colleagues; organizing internal and external coordination meetings; maintaining organized digital filing systems; coordinating administrative processes related to resource mobilization; and performing any other duties as assigned.

Required Qualifications:
The required qualifications for this position include a Bachelor’s degree in political or social sciences, Business Administration, Migration Studies, International Relations, Law, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates should have experience in migration-related programming, partnerships, resource mobilization, donor engagement, and proposal development. Experience liaising with donors and other relevant partners is also essential, along with a strong understanding of donor reporting standards and resource mobilization processes.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as political or social sciences, Business Administration, Migration Studies, International Relations, Law, or a related area from an accredited institution. Accredited Universities are those listed in the UNESCO World Higher Education Database. A Master’s degree in these fields is also acceptable and may substitute for some experience requirements.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience, particularly in migration-related programming, operational and project development, and implementation. Experience in supporting partnerships, resource mobilization, donor engagement, and fundraising is crucial. Candidates should also have experience in tracking funding opportunities and preparing donor materials, with work experience in the region considered an asset.

Languages:
Fluency in one of IOM's official languages (English, French, Spanish) is mandatory for all staff members. For this position, proficiency in both English and French is required. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
