Job Overview:
The Programme Technical Officer will play a crucial role in supporting the Chief Technical Advisor (CTA) in the day-to-day management of the I-KORP program implementation in the Asia-Pacific region. This position involves providing technical support and assistance to ensure the successful execution of program objectives, outputs, and activities. The officer will collaborate closely with the program team, ILO constituents, program partners, and technical units at ILO headquarters. The role requires a proactive approach to training, tool development, and backstopping project activities, ensuring that the program aligns with ILO policies and gender responsiveness. The officer will also engage in stakeholder and donor relations, manage events, and contribute to capacity-building initiatives, all while ensuring that gender mainstreaming considerations are integrated into all aspects of the program.

Duties and Responsibilities:
The duties and responsibilities of the Programme Technical Officer include supporting the monitoring and evaluation of project activities in accordance with ILO policies, collaborating with ILO Field Offices and relevant projects to share technical inputs and best practices, and engaging with Korean partner institutions to strengthen cooperation with governments, workers' and employers' organizations, UN agencies, and NGOs. The officer will plan, coordinate, and manage program events such as regional conferences and capacity-building workshops, ensuring alignment with program objectives. Additionally, the officer will provide administrative and technical backstopping, prepare technical progress reports, extract lessons learned, and implement mitigation measures as necessary. The role also involves undertaking project-related missions and ensuring that gender mainstreaming considerations are integrated into all work and activities of the program.

Required Qualifications:
Candidates must possess a first-level university degree (Bachelor’s or equivalent) in economics, social policy, public finance, or a related field. An advanced university degree (Master’s or equivalent) in relevant fields with a focus on employment, skills development, and social protection issues is desirable. The position requires at least three years of relevant professional experience, particularly in employment promotion and skills development. Familiarity with Just Transition, Social Protection, Skills Development, and Social Dialogue is essential, along with experience in organizing and managing multi-stakeholder events, workshops, or conferences in an international development context.

Educational Background:
The educational background required for this position includes a first-level university degree (Bachelor’s or equivalent) in a relevant field such as economics, social policy, or public finance. An advanced degree (Master’s or equivalent) is preferred, particularly with a demonstrated focus on employment, skills development, and social protection issues.

Experience:
The position requires a minimum of three years of relevant professional experience. Candidates should have experience in the field of employment promotion and skills development, as well as familiarity with concepts such as Just Transition and Social Protection. Experience in organizing and managing multi-stakeholder events, workshops, or conferences in an international development context is also required.

Languages:
Excellent knowledge and command of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly those relevant to the Asia-Pacific region.
