Job Overview: The Procurement Senior Officer will be responsible for driving efficient and compliant procurement processes within the organization. This role requires a deep understanding of international public procurement standards and practices, ensuring that all procurement activities align with organizational policies. The officer will work closely with various stakeholders to facilitate procurement activities, manage supplier relationships, and ensure that all procurement processes are transparent and accountable. Duties and Responsibilities:
Manage and oversee the procurement process from planning to execution, ensuring compliance with organizational policies and international standards.
Develop procurement strategies that align with the organization's goals and objectives.
Conduct market research and analysis to identify potential suppliers and assess their capabilities.
Prepare and issue requests for proposals (RFPs), requests for quotations (RFQs), and other procurement documents.
Evaluate bids and proposals, and make recommendations for contract awards.
Negotiate terms and conditions with suppliers to secure favorable agreements.
Monitor supplier performance and manage relationships to ensure compliance with contract terms.
Provide training and support to staff on procurement processes and best practices.
Maintain accurate procurement records and documentation for audit purposes. 1
Collaborate with other departments to ensure procurement needs are met effectively and efficiently.
Required Qualifications:
Strong knowledge of procurement principles and practices, particularly in an international context.
Proven ability to manage multiple procurement projects simultaneously.
Excellent negotiation and communication skills.
Strong analytical and problem-solving abilities.
Ability to work collaboratively in a team environment and build effective relationships with stakeholders.
Proficiency in using procurement software and tools.
Educational Background: A bachelor's degree in procurement, supply chain management, business administration, or a related field is required. A master's degree or professional certification in procurement or supply chain management is preferred and may enhance the candidate's qualifications.
Experience: A minimum of 5 years of relevant experience in procurement or supply chain management is required. Experience in international procurement and working with diverse teams is highly desirable. Familiarity with the procurement regulations and practices of international organizations is a plus.
Languages: Fluency in either English or French is mandatory, with an intermediate level of proficiency in the other language. This language requirement is crucial for effective communication within the organization and with external stakeholders.
Additional Notes: The position is classified as mid-level (ICS 09) and is offered under an Individual Contractor Agreement (ICA) with a regular contract type. The contract is ongoing, and the position may involve working from home or in various duty stations, including Bujumbura, Bangui, Brazzaville, Kinshasa, and Yaounde. The organization may apply a local fee scale based on the candidate's personal situation, which could affect the contractor's fee.
