Job Overview: The Site Engineer (Civil) position at UNRWA involves overseeing all day-to-day activities at construction and maintenance project sites. The incumbent will supervise contractors to ensure that all work is executed in accordance with contract documents, maintaining quality, health and safety standards, and gender requirements. The role requires monitoring the quality of materials and workmanship, ensuring compliance with specifications, and conducting necessary tests on materials. The engineer will also evaluate and agree on quantities of executed work with contractors, verify payment requests, and ensure conformity with executed quantities. Additionally, the incumbent will be responsible for levelling and surveying construction sites, checking for conflicts with existing utilities, and resolving technical difficulties. The position also entails maintaining records in the Facilities ManagementInformation System (FMIS), preparing progress reports, and examining methods proposed by contractors for safe execution of works. The role may also include other duties as assigned by the supervisor.
Duties and Responsibilities:
Supervise all day-to-day activities of construction and maintenance project sites, ensuring compliance with contract documents and quality standards.
Monitor the quality of materials and workmanship, ensuring adherence to specifications and conducting necessary tests.
Evaluate and agree on quantities of executed work with contractors, verifying payment requests and ensuring conformity with executed quantities.
Ensure correctness of levelling and surveying of construction sites, checking for conflicts with existing utilities and resolving technical difficulties.
Record working, shop, and as-built drawings, actual levels, and details of foundations, including any deviations from the original plans.
Prepare Variation Orders and Extension of Time as necessary, assessing additional work details and costs.
Maintain records in FMIS, including forms, payments, variation orders, and progress reports.
Approve methods proposed by contractors for safe execution of works in consultation with supervisors.
Perform other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree in civil engineering from an accredited institution. Additionally, they should have at least three years of experience in site supervision of construction, maintenance, or infrastructure projects. The role requires a strong understanding of construction practices, quality control, and safety standards. Candidates should also demonstrate effective communication skills and the ability to work collaboratively with contractors and team members.
Educational Background: A university degree in civil engineering from an accredited university or institution is required for this position. This educational background is essential to ensure that the candidate possesses the necessary technical knowledge and skills to effectively oversee construction and maintenance projects.
Experience: The position requires a minimum of three years of experience in site supervision of construction, maintenance, or infrastructure projects. Languages: For this position, proficiency in English and Arabic is required, with a minimum level of proficiency defined by the UN Language Framework. Candidates should be able to read, write, listen, and speak both languages at a UN Level II proficiency. Knowledge of French is considered an asset but is not mandatory.
Additional Notes: This is a daily paid assignment for up to three months, with the possibility of extension based on performance and funding availability. The position is classified at Grade 13, with a daily rate of 28.57 USD. Employees will receive one day of annual leave and one day of sick leave for each completed month of service. Only candidates residing in Syria and authorized to work in the duty station at the time of application are eligible to apply. UNRWA will not facilitate work permits, and candidates must have valid authorization to work in Syria. Preference will be given to registered Palestine refugees and candidates from underrepresented genders to promote gender parity.
