Job Overview:
The HLP Project Associate position is designed to provide expert support to UN-Habitat’s Housing, Land, and Property (HLP) projects in Northwest Syria, specifically in the regions of Aleppo, Idleb, and the coastal area. The associate will be responsible for leading the coordination of the HLP sub-national Technical Working Group (TWG) in Northern Syria. This role requires a full-time commitment at the UN-Habitat Syria’s Aleppo Hub, where the associate will engage with various stakeholders to ensure effective project implementation and coordination. The associate will also be expected to contribute to the development of project strategies, facilitate communication among partners, and support the overall objectives of UN-Habitat in the region.

Duties and Responsibilities:
The duties and responsibilities of the HLP Project Associate include but are not limited to:
  • Providing technical support and expertise in the implementation of HLP projects in Northwest Syria.
  • Leading the coordination of the HLP sub-national TWG, ensuring effective collaboration among stakeholders.
  • Developing project work plans, monitoring progress, and reporting on project outcomes.
  • Engaging with local authorities, community organizations, and other partners to promote HLP initiatives.
  • Conducting assessments and analyses related to housing, land, and property issues in the region.
  • Preparing reports, presentations, and other documentation to communicate project progress and challenges.
  • Participating in capacity-building activities and training sessions for local partners.
  • Ensuring compliance with UN-Habitat policies and procedures throughout project implementation.

Required Qualifications:
The required qualifications for the HLP Project Associate position include:
  • A strong understanding of housing, land, and property rights, particularly in conflict-affected contexts.
  • Proven experience in project management, preferably in the field of urban development or humanitarian assistance.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
  • Strong analytical and problem-solving abilities, with attention to detail.
  • Proficiency in project monitoring and evaluation methodologies.
  • Familiarity with UN-Habitat’s mission and objectives, as well as relevant international standards and frameworks.

Educational Background:
The educational background required for this position includes a minimum of a bachelor’s degree in urban planning, social sciences, international development, or a related field. A master’s degree in a relevant discipline is preferred and may be considered an advantage. Candidates should have a solid academic foundation that supports their understanding of housing, land, and property issues, as well as urban development principles.

Experience:
Candidates for the HLP Project Associate position should have at least 3-5 years of relevant professional experience in project management, particularly in the areas of housing, land, and property rights. Experience working in conflict-affected regions or with international organizations is highly desirable. The ideal candidate will have a proven track record of successfully implementing projects and engaging with various stakeholders in complex environments.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UN-Habitat. Proficiency in Arabic is highly desirable, given the context of the work in Syria. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the local context.

Additional Notes:
The HLP Project Associate position is a full-time role with a contract duration of 12 months. The position is classified at the Associate seniority level, specifically at the ICS Level 0
