Job Overview: The position of UN National Consultant - Evaluation Team Member is integral to the final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-2027 in Libya. This role involves contributing to an independent evaluation that assesses the UN's collective impact on national development priorities and the Sustainable Development Goals (SDGs). The consultant will engage in various phases of the evaluation process, including inception activities, data collection, preliminary analysis, and reporting. The consultant will work closely with an International Evaluation Team Leader and other stakeholders to ensure that the evaluation adheres to the United Nations Evaluation Group (UNEG) norms and standards. The position is part-time and home-based, with field visits required for data collection, emphasizing the need for flexibility and adaptability in a dynamic environment.
Duties and Responsibilities: The National Evaluation Team Member will have a comprehensive set of responsibilities, including:
Supporting the implementation of the UNSDCF evaluation process in accordance with UNEG norms and standards.
Conducting desk reviews of relevant strategic, programmatic, and policy documents.
Assisting in stakeholder mapping and organizing consultations, interviews, focus group discussions, and workshops.
Participating in field visits to support data collection activities in selected regions of Libya.
Collecting, compiling, and analyzing qualitative and quantitative data from various sources.
Providing contextual analysis of national development priorities and governance structures in Libya.
Assisting in drafting and editing evaluation deliverables, including background notes and reports.
Supporting translation and interpretation between English and Arabic as needed.
Contributing to validation processes and incorporating stakeholder feedback into evaluation outputs. 1
Ensuring adherence to principles of gender equality, human rights, and ethical handling of information throughout the evaluation process.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in evaluation, development studies, social sciences, public policy, economics, political science, international relations, statistics, or a related field. Alternatively, a first-level university degree combined with two years of relevant experience may be accepted in lieu of a Master's degree. Additionally, at least three years of relevant professional experience is essential, particularly in designing, monitoring, and evaluating development projects within the UN context in Libya. Excellent knowledge of the UN system and common country programming processes is required, along with proven ability to engage with senior government officials and facilitate high-level stakeholder consultations. Specialized experience in data collection and analytical skills, particularly regarding human rights-based approaches, gender considerations, and environmental sustainability, is desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as evaluation, development studies, social sciences, public policy, economics, political science, international relations, or statistics. A first-level university degree may be accepted if combined with additional relevant experience, highlighting the importance of both formal education and practical experience in the field.
Experience: Candidates should have a minimum of three years of relevant professional experience, particularly in the context of the UN in Libya. This experience should include substantive involvement in the design, monitoring, and evaluation of development projects, as well as familiarity with the UN's operational frameworks and strategic objectives. The ability to work effectively as part of a multidisciplinary evaluation team and to deliver results under tight timelines is crucial for success in this role.
Languages: The position requires an excellent command of Arabic, both spoken and written, as well as a good working knowledge of English. Proficiency in these languages is essential for effective communication and collaboration with stakeholders, as well as for conducting interviews and consultations during the evaluation process.
Additional Notes: The position is part-time and expected to last for four months, with a combination of home-based work and field visits to support data collection.
