Job Overview: The National Consultant will conduct an independent in itinere evaluation of the implementation of the Strategy for the Prevention and Combating of Domestic Violence 2024–2027 in Bosnia and Herzegovina. This role involves assessing the effectiveness and efficiency of the strategy's implementation, examining the coherence and achievement of objectives, and providing insights for future strategic planning. The consultant will evaluate the strategy based on five key criteria: alignment with public needs, efficiency of resource utilization, effectiveness in achieving objectives, impact on target groups, and sustainability of outcomes. The evaluation aims to summarize results, identify areas for improvement, and support the development of a new strategic document.
Duties and Responsibilities: The consultant will be responsible for several key deliverables, including:
Drafting a detailed methodology for the evaluation, including a work plan and supporting tools.
Conducting a comprehensive review of relevant documents, laws, and guidelines related to the strategy.
Holding meetings with UN Women and the Gender Center to ensure clarity on evaluation methods.
Preparing a draft evaluation report based on collected data and analysis of strategic goals and measures.
Finalizing the evaluation report and presenting key findings to UN Women. The consultant will also be expected to conduct interviews with stakeholders and gather qualitative and quantitative data to inform the evaluation process.
Required Qualifications: Candidates must possess a Master's degree or equivalent in economics, law, social sciences, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least 5 years of professional experience in evaluations, assessments, or monitoring of public policies and strategies. Experience in evaluating strategic documents in Bosnia and Herzegovina is essential, along with proven analytical skills and the ability to write clearly and concisely. Experience in gender equality and related public policy areas is considered an asset.
Educational Background: A Master's degree or equivalent in a relevant field such as economics, law, or social sciences is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. This educational background is crucial for understanding the complexities of gender-based violence and the legal frameworks surrounding it.
Experience: Candidates should have a minimum of 5 years of relevant professional experience in conducting evaluations, assessments, or monitoring of public policies and strategies. This experience should include evaluating strategic documents and public policies in Bosnia and Herzegovina, demonstrating familiarity with evaluation methodologies and performance indicators. Proven analytical skills and the ability to write effectively are also required.
Languages: Excellent communication and written skills in B/C/S (Bosnian/Croatian/Serbian) are mandatory. Proficiency in English is considered an asset, enhancing the consultant's ability to engage with international stakeholders and resources.
Additional Notes: This consultancy is home-based, requiring no presence at UN Women premises, but may involve travel to field locations as per the agreed work plan. All travel expenses will be covered by UN Women. The consultant is expected to work independently using their own computer and will receive background materials from UN Women to assist in the evaluation process.
