Job Overview: The Project Manager will play a crucial role in overseeing the EU funded joint UNESCO–ILO TVET for Decent Work project, which aims to strengthen Jordan’s Technical and Vocational Education and Training (TVET) system. This position requires a dynamic individual who can effectively manage the project’s implementation, ensuring that it aligns with ILO policies and strategies. The Project Manager will work under the supervision of the ILO Jordan Country Coordinator and will collaborate closely with UNESCO counterparts. The role involves providing technical leadership, managing project resources, and ensuring effective communication with various stakeholders, including government ministries, employers, and workers' organizations. The Project Manager will also be responsible for mobilizing resources and documenting the project’s progress, making this a multifaceted position that requires strong leadership and organizational skills.
Duties and Responsibilities: The Project Manager will be responsible for the following duties:
Ensure effective implementation of the project by providing necessary inputs, delivering outputs, and planning, monitoring, and evaluating activities in accordance with ILO policies and project strategies.
Manage the project’s budget and ensure effective allocation of funds.
Oversee the recruitment and performance management of project staff, including national officers and consultants.
Provide technical advice to government ministries and key partners, ensuring alignment with ILO standards.
Strengthen partnerships with various stakeholders, including NGOs and donors, to enhance project visibility and effectiveness.
Document project processes and results, preparing reports in collaboration with UNESCO and relevant specialists.
Organize training workshops and meetings to build capacity among tripartite partners and other stakeholders.
Undertake additional duties as required to support project objectives.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in economics, education and TVET, development studies, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with two additional years of relevant experience, will be accepted. Candidates should have at least seven years of professional experience in TVET reform and skills development interventions, including international experience. Familiarity with International Labour Standards relevant to skills development is an asset, as is direct experience working with ILO policies and procedures.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as economics, education and TVET, or development studies. A Bachelor’s degree in one of these fields, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor markets and the principles of effective project management in the context of TVET.
Experience: The position requires a minimum of seven years of professional experience in TVET reform and skills development interventions, with a strong emphasis on international experience. Candidates should have a proven track record of managing projects and working with various stakeholders, including government officials and organizations involved in labor and education. Experience with ILO policies and procedures is highly desirable, as is familiarity with the challenges and opportunities in the field of skills development and employability.
Languages: Excellent knowledge of written and oral English is mandatory for this position. A working knowledge of Arabic is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of project implementation.
Additional Notes: This position is a fixed-term contract for two years, contingent upon project funding.
