Job Overview:
The Adviser on Gender Equality plays a crucial role in promoting gender equality and women's participation in political and public life within the framework of the OSCE's commitments. This position is designed for an expert who will provide strategic guidance and lead the development, implementation, and evaluation of programs aimed at enhancing gender equality. The Adviser will work closely with various stakeholders, including parliaments, political parties, and civil society, to ensure that gender-responsive governance is prioritized. The role requires a deep understanding of the political landscape and the ability to navigate complex institutional frameworks to foster inclusive democratic institutions. The Adviser will also be responsible for conducting policy analysis, monitoring legislation affecting women's rights, and preparing analytical reports that inform ODIHR's strategies and actions.

Duties and Responsibilities:
The Adviser on Gender Equality will undertake a variety of responsibilities, including but not limited to: designing and delivering gender equality programs by identifying priorities, developing methodologies, managing project implementation, and evaluating outcomes; providing comprehensive policy analysis by monitoring and assessing public policies and legal frameworks that impact gender equality; leading advocacy efforts at international forums by preparing substantive materials and delivering presentations; coordinating with various OSCE departments and external partners to enhance program impact; representing ODIHR at conferences and meetings, providing expert advice, and responding to requests for information; managing resources effectively, including overseeing consultant recruitment and organizing workshops; ensuring compliance with OSCE/ODIHR regulations and maintaining donor reporting.

Required Qualifications:
Candidates must possess a first-level university degree in gender studies, social and political science, law, sociology, public administration, or related fields. A minimum of seven years of progressively responsible professional experience in gender equality and women's participation in political life is required, with at least five years of experience for those holding a second-level university degree. Proven experience in project design, planning, and management related to gender equality is essential, along with a strong knowledge of international instruments promoting gender equality. Candidates should demonstrate computer literacy, particularly in Microsoft applications, and possess the ability to work collaboratively in diverse teams while maintaining effective relationships across cultural boundaries.

Educational Background:
The position requires a first-level university degree in relevant fields such as gender studies, social and political science, law, sociology, or public administration. A second-level university degree is preferred and can reduce the required years of experience from seven to five, highlighting the importance of advanced education in this role.

Experience:
Candidates should have a minimum of seven years of relevant professional experience, with a focus on gender equality and women's participation in political life. Experience at the international level is mandatory, indicating the need for familiarity with global gender equality frameworks and practices. The role demands a proven track record in managing projects that promote gender equality and women's political participation, showcasing the importance of practical experience in this field.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Knowledge of Russian is considered an asset, reflecting the OSCE's operational context and the need for effective communication with diverse stakeholders across the region.

This position is classified as an international secondment, and candidates must be nominated by their respective participating States. The contract is fixed-term and full-time, with a maximum service period of 10 years.
