Job Overview: The National Consultant for Revenue Forecasting Models will play a crucial role in updating and strengthening revenue forecasting models in Mongolia. This position is part of the project aimed at enhancing policy and performance-oriented public financial management (PFM) systems in the country. The consultant will provide technical support to the project team, ensuring that the revenue forecasting models align with the latest tax laws and regulations. The consultant is expected to have a deep understanding of the fiscal landscape in Mongolia and will be responsible for analyzing existing models, identifying gaps, and proposing improvements. The role requires collaboration with various stakeholders, including government officials and other experts in the field, to ensure that the models are robust and effective in predicting revenue streams.
Duties and Responsibilities: The consultant will be responsible for the following duties:
Review and analyze existing revenue forecasting models used in Mongolia, identifying strengths and weaknesses.
Update the models to reflect recent changes in tax laws and regulations, ensuring compliance with national standards.
Collaborate with the project team to develop new methodologies for revenue forecasting that are more accurate and reliable.
Conduct workshops and training sessions for government officials and stakeholders to enhance their understanding of the updated models.
Prepare detailed reports and documentation outlining the methodologies used, assumptions made, and results achieved.
Provide ongoing support and advice to the project team throughout the implementation of the updated models.
Engage with international best practices in revenue forecasting to ensure that the models are competitive and effective.
Required Qualifications: Candidates must possess the following qualifications:
Proven expertise in public financial management, particularly in revenue forecasting.
Strong analytical skills with the ability to interpret complex data and provide actionable insights.
Familiarity with the Mongolian tax system and public finance landscape.
Excellent communication skills, both written and verbal, to effectively convey technical information to non-experts.
Experience working with government agencies or international organizations is highly desirable.
Ability to work independently and collaboratively within a team environment.
Educational Background: A minimum of a Master's degree in Economics, Finance, Public Administration, or a related field is required. A PhD in a relevant discipline would be an advantage. The educational background should demonstrate a strong foundation in quantitative analysis and public finance principles.
Experience: The position requires a minimum of 5 years of relevant professional experience in public financial management, with a focus on revenue forecasting. Experience in working with government institutions or international organizations on similar projects is preferred. The candidate should have a track record of successfully implementing financial models and providing technical assistance in a consulting capacity.
Languages: Fluency in Mongolian is mandatory, as the consultant will be working closely with local stakeholders. Proficiency in English is also required to ensure effective communication with international partners and to understand global best practices in revenue forecasting. Knowledge of additional languages would be considered an asset.
Additional Notes: The initial contract duration is set for 120 working days over a period of 6 months. This position is classified as an individual contractor role, which may involve flexible working arrangements. The consultant will be expected to submit proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be made in writing through the portal's messaging functionality. The role is focused on national consultancy, and compensation will be aligned with UNDP standards for individual contractors.
