Job Overview:
The Advanced Flexible Use of Airspace (AFUA) Expert will be responsible for providing technical expertise and guidance in the evolution of the AFUA concept within Airspace Management (ASM). This role involves collaborating with internal and external stakeholders to update and develop ASM procedures as outlined in the European Route Network Improvement Plan (ERNIP). The expert will also assess operational needs, perform analyses, and contribute to the ASM Work Plan, ensuring that tasks are executed effectively. The position requires participation in workshops and meetings to share expertise and best practices in ASM initiatives, as well as producing reports and technical documents to document findings and recommendations. The role is integral to the continuous improvement of airspace management processes and requires staying updated on technological developments and trends in the field.

Duties and Responsibilities:
  • Provide technical expertise and guidance on the AFUA concept in Airspace Management (ASM).
  • Update and develop ASM procedures in line with the European Route Network Improvement Plan (ERNIP).
  • Collaborate with ASM team members to execute tasks in the ASM Work Plan.
  • Gather and assess operational needs from stakeholders, including military and civil aviation authorities.
  • Perform operational analyses and impact assessments, particularly for military exercises.
  • Participate in events, workshops, and meetings to share expertise and contribute to ASM initiatives.
  • Produce reports, working papers, and technical documents to document analyses and recommendations.
  • Stay informed on technological developments and share knowledge within the organization.
  • Carry out additional tasks as required to fulfill the job's main purpose.

Required Qualifications:
Candidates must meet one of the following criteria:
  • Completion of third-level studies in a relevant domain (e.g., Engineering, Air Traffic Management) at EQF level 7 with a minimum of 3 years of relevant professional experience.
  • Completion of third-level studies at EQF level 6 with a minimum of 4 years of relevant professional experience.
  • Professional training of an equivalent level (e.g., Air Traffic Controller) with a minimum of 3 years of relevant professional experience. Candidates should also have experience or knowledge of the Flexible Use of Airspace (FUA) concept, airspace management processes, and SESAR projects related to AFUA. Project management skills, technical drafting skills in English, and the ability to work in a multicultural environment are essential.

Educational Background:
The position requires candidates to have completed third-level studies in a relevant domain such as Engineering or Air Traffic Management. The educational qualifications must meet the European Qualifications Framework (EQF) levels specified, with level 7 being preferred for candidates with less experience and level 6 for those with more experience. Professional training equivalent to these educational levels is also acceptable, particularly for candidates with a background in air traffic control.

Experience:
Candidates should possess a minimum of 3 to 4 years of relevant professional experience, depending on their educational background. This experience should include knowledge of airspace management processes, the Flexible Use of Airspace (FUA) concept, and involvement in SESAR projects. Experience at the European or international level is highly valued, as is familiarity with ATFCM processes and procedures. Candidates should demonstrate analytical thinking, project management skills, and the ability to influence and communicate effectively within a multinational environment.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Candidates are also required to become a basic user of French at level A1 before the end of their probation period. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is a full-time role with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate must successfully complete a probationary period of nine months. The appointment will be made in accordance with the staff regulations governing officials of the EUROCONTROL Agency. The position operates under a hybrid working model, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted.
