Job Overview:
The Air Traffic Management (ATM) Operational Procedures Expert will be responsible for providing technical expertise and guidance in the review and improvement of ATM procedures in accordance with ICAO Standards and Recommended Practices (SARPs) and EU regulatory frameworks. The selected candidate will engage in the development of guidance materials, support the continuous update of ATM procedures, and monitor technological developments to enhance operational efficiency. This role requires collaboration with various stakeholders to ensure the safe and efficient implementation of ATM procedures, as well as the production of reports and technical documents to communicate findings and recommendations effectively. The position is integral to the Network Management Directorate's mission to ensure the coherent operation of air traffic management across Europe.

Duties and Responsibilities:
The duties and responsibilities of the ATM Operational Procedures Expert include:
  • Providing technical expertise and guidance in the review and improvement of ATM procedures in line with ICAO SARPs and EU regulations.
  • Supporting the development of guidance materials and promoting a common application of ATM procedures.
  • Reviewing new operational concepts and identifying the need for updates to existing ATM procedures.
  • Monitoring technological developments and trends to support continuous improvement.
  • Engaging with the ATM Procedures team to execute tasks established by the ATM Procedures Development Sub-Group.
  • Producing reports, working papers, and presentations to communicate analyses and recommendations.
  • Staying updated on best practices and sharing knowledge within the organization.
  • Carrying out any other tasks aligned with the main purpose of the job.

Required Qualifications:
Candidates must meet one of the following qualifications:
  • Completion of third-level studies in a relevant domain (e.g., Engineering, Air Traffic Management) at EQF level 7, with a minimum of 3 years of relevant professional experience.
  • Completion of third-level studies at EQF level 6, with a minimum of 4 years of relevant professional experience.
  • Professional training of an equivalent level (e.g., Air Traffic Controller) with a minimum of 3 years of relevant professional experience. Candidates should also have experience in providing Air Traffic Services (ATS) and a solid understanding of ATS procedures, technologies, and regulations.

Educational Background:
The educational background required for this position includes completion of third-level studies in a relevant domain such as Engineering or Air Traffic Management. Candidates must meet the European Qualifications Framework (EQF) levels specified, with level 7 being preferred. Professional training equivalent to these qualifications may also be accepted, particularly for those with a background as an Air Traffic Controller.

Experience:
The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include a solid understanding of Air Traffic Services (ATS) procedures, technologies, and the organization of ATS provision, as well as familiarity with ICAO SARPs and EU regulations related to ATS.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is the primary working language of the Agency. Candidates are also required to become a basic user of French at level A1 before the end of the probation period. Knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position is classified as an Administrator role at job levels AD6-AD9, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate will be required to undergo a probationary period of nine months. The working arrangement is hybrid, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted.
