Job Overview: The Programme Specialist will be responsible for planning, implementing, and managing UN Women interventions under the TransformCare Global Initiative. This role involves close collaboration with the UN Women care global team and regional and country focal points to ensure successful program implementation and resource mobilization. The Programme Specialist will provide technical, capacity-building, and policy support to develop and manage strategic partnerships for the initiative, particularly with European development partners. The position requires a strong focus on integrating care into economic empowerment strategies and addressing the intersection of care with climate resilience and social justice. The Programme Specialist will also be involved in drafting strategy documents, policy briefs, and other relevant materials related to care, ensuring alignment with UN Women’s Strategic Plan (2026–2029).
Duties and Responsibilities:
Design and develop programme strategies in the area of care, including formulating project proposals and initiatives focused on care supported by European partners.
Build partnerships and develop resource mobilization strategies to support the TransformCare Global Initiative, particularly with EU and Brussels-based institutions.
Manage the implementation of care programmes, including finalizing work plans and budgets, ensuring technical implementation, and managing partner reports.
Provide policy support and capacity building to regional and country offices, developing initiatives to support global care norms.
Manage monitoring and reporting of care programmes, including writing reports and managing budgets.
Manage advocacy, knowledge building, and communication efforts related to the care agenda, developing strategies and knowledge products.
Perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is also required. Candidates must demonstrate strong programme formulation, implementation, monitoring, and evaluation skills, as well as knowledge of Results Based Management and care-related issues. Strong analytical skills and the ability to synthesize program performance data are essential.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification is mandatory.
Experience: At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring, and evaluation of development programmes/projects in women's economic empowerment and care is required. Technical experience in care is essential, along with experience in capacity building and policy support across different countries and regions. Familiarity with office software and web-based management systems is necessary, as is experience in liaising with government agencies and donors. Experience in the UN System is desirable, as is familiarity with modern web-based ERP systems, preferably Oracle Cloud.
Languages: Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is desirable.
