Job Overview:
The Finance and Budget Assistant position is integral to the financial operations within the UNON, specifically located in the office of Budget and Financial Management Services (BFMS) under the Division of Administrative Services (DAS) and the Division of Operational Support, OnePayroll. The role involves a variety of financial and budgetary responsibilities, including acting as a Certifying Officer, preparing budget proposals, monitoring expenditures, and ensuring compliance with financial regulations. The Finance and Budget Assistant will support higher-level Finance & Budget Officers in budget reviews and will be responsible for maintaining the integrity of financial databases. This position requires a proactive approach to problem-solving and a commitment to upholding the UN's standards of professionalism and accountability.

Duties and Responsibilities:
The Finance and Budget Assistant will undertake a comprehensive range of duties, including but not limited to: acting as a Certifying Officer in the absence of program managers, providing support for the review and preparation of medium-term plans, assisting in the elaboration of resource requirements for budget submissions, monitoring expenditures against approved budgets, preparing budget performance submissions, and ensuring the accuracy of financial data. Additionally, the role involves preparing and reviewing complex accounting transactions, investigating discrepancies, conducting payroll analysis, and auditing financial transactions. The assistant will also provide guidance and training to junior staff, draft correspondence related to financial matters, and assist in data collection and analysis for reporting purposes. The position demands a high level of professionalism, accountability, and client orientation, ensuring that all financial operations align with UN policies and procedures.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with supplemental training in finance, administration, project management, or a related field being desirable. A recognized accountancy qualification such as CPA, ACCA, or CIPFA is also preferred. The role requires a strong understanding of financial rules and regulations, as well as the ability to apply these in a UN context. Candidates should demonstrate analytical skills, attention to detail, and the ability to work collaboratively within a team environment. Educational Background:
The minimum educational requirement for this position is the completion of a high school diploma or equivalent. However, candidates with additional training in finance, administration, or project management will be viewed favorably. Experience:
A minimum of seven years of relevant experience in finance, budget, accounting, or a related area is required for this position. Candidates with a first-level university degree may have the minimum experience requirement reduced by two years. Experience with Enterprise Resource Planning (ERP) systems is essential, as is a background in transaction-based payroll activities or the administration of staff benefits and entitlements. Familiarity with UN Staff Rules and Regulations, as well as financial regulations and procedures, is also desirable. Knowledge of Generally Accepted Accounting Principles (GAAP), International Financial Reporting Standards (IFRS), and International Public Sector Accounting Standards (IPSAS) will be advantageous.

Languages:
English is the required working language for this position, with French being a desirable additional language. Candidates must demonstrate proficiency in English as per the UN Language Framework, which outlines the necessary skill levels for effective communication and collaboration within the UN environment.
