Job Overview: The consultant will work under the supervision of the Cybercrime Policy Adviser to develop and deliver a comprehensive 40-hour training course aimed at public officials involved in the smuggling of migrants. This includes police officers, digital forensic analysts, and prosecutors. The training will cover essential topics such as open-source intelligence techniques in cyberspace, special investigative techniques, digital evidence management, preservation of digital evidence, and criminal analysis techniques. The consultant will also provide technical advice and mentoring to public officials in these areas, ensuring that the training is tailored to meet the specific needs of the participants. The role requires delivering training both in-person and online, and all tasks must be performed in one of the UN's official languages: English, French, or Arabic. The consultant will also be expected to travel as necessary to fulfill the training requirements.
Duties and Responsibilities: The consultant's primary responsibilities include:
Developing and customizing training materials for a 40-hour course focused on open-source intelligence techniques, special investigative techniques, digital evidence management, preservation of digital evidence, and criminal analysis techniques.
Delivering training sessions to public officials, both in-person and online, ensuring that the content is relevant and engaging.
Providing technical advice and mentoring to public officials in the areas of OSINT, special investigative techniques, and criminal analysis, in coordination with UNODC.
Collaborating with other projects and teams within UNODC to ensure a cohesive approach to training and technical assistance.
Engaging with authorities and stakeholders in various countries to facilitate the implementation of training programs and gather feedback for continuous improvement.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or related fields. Alternatively, a first-level university degree in these fields combined with two additional years of qualifying work experience may be accepted. Formal qualifications or certifications from recognized authorities, supplemented by specialization in criminal justice or law enforcement, along with four additional years of qualifying work experience, may also be considered. A minimum of seven years of progressively responsible experience in OSINT and criminal intelligence or analysis is required, along with at least two years of relevant experience in teaching or coaching on ICT and its relation to crime and digital evidence.
Educational Background: An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or other related fields is required. A first-level university degree in the aforementioned fields, combined with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Additionally, formal qualifications or certifications from recognized authorities, supplemented by specialization in criminal justice or law enforcement, along with four additional years of qualifying work experience, may be accepted in lieu of the first-level university degree.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in the area of OSINT and criminal intelligence or analysis. Additionally, at least two years of relevant experience in teaching or coaching on ICT and its relation to crime and digital evidence is required. Experience in investigations involving ICTs is essential, and previous work experience in delivering technical advice, training, or drafting substantive materials on OSINT and specialized investigative techniques is desirable. Experience with international organizations and in cases related to smuggling of migrants or trafficking in persons is also advantageous, as is work experience in Africa.
Languages: Fluency in English and either French or Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse international environment.
